The Central African Republic continues to face major humanitarian, protection and recovery needs after years of conflict, displacement and limited access to basic services. NRC has been present in CAR since 2014 and works through a reduced but strategic presence. Its priority programme areas are Information, Counselling and Legal Assistance (ICLA), Education, Shelter, Water, Sanitation and Hygiene (WASH), and Protection from Violence (PfV). From 2027, NRC will move from a standalone CAR country office to an integrated operational presence under the Cameroon country office.

NRC is recruiting a Multi-Core Competency Project Coordinator to support field operations in CAR and eastern Cameroon. The role provides technical support for the Education, ICLA, WASH/Shelter and Protection from Violence core competencies at the Paoua Field Office.

Responsibilities:
- Line-manage the staff of the Education, ICLA, WASH/Shelter and Protection from Violence core competencies in Paoua.
- Apply NRC policies, guidelines and procedures.
- Contribute to core competency strategies and project proposals, with analysis of needs and unmet gaps.
- Manage and implement the project portfolio (activities, budget, documentation) in line with proposals, strategies and donor requirements.
- Report regularly to the Field Manager and the Area Programme Manager.
- Make sure projects target the people with the greatest protection needs, and explore improved approaches to delivering assistance.
- Build the capacity of project staff and local partners.
- Check that activities follow cluster guidelines and the Humanitarian Response Plan (HRP).
- Oversee data collection, entry and quality control in NRC monitoring and evaluation tools (GORS, Project Tracker and other MEL matrices).
- Document case studies, success stories, lessons learned and good practices.
- Mainstream protection, gender and environmental concerns.
- Track changes in legal frameworks, national policies and ministerial orders, and align projects with them.
- Liaise with local authorities and represent NRC in cluster and sector coordination groups.
- Advocate for the rights of IDPs and returnees.

Qualifications:
- University degree (BAC+4/5) in law, education sciences, project management, anthropology, sociology or a related field.
- At least 5 years of experience implementing and coordinating humanitarian projects in the Central African Republic, including with local NGO partners.
- Knowledge of the CAR humanitarian context and proven technical skills for the role.
- Fluent French and English; knowledge of Sango is an asset.
- Knowledge of Minimum Standards for Education in Emergencies and Sphere standards.
- Strong analytical skills and the ability to work in high-risk areas.

Offer: 12-month contract, renewable subject to funding. Based in Paoua with 75% field travel. Salary on NRC CAR Grade 7, step 1. Desired start date: January 2027. This position is reserved for Central African nationals and foreign candidates with the legal right to work in the Central African Republic. Female candidates are strongly encouraged to apply.
