The Director, Financial Controls at the OPEC Fund for International Development is responsible for managing and executing the work plan of the financial controls unit in line with the institutional strategy and framework. The role leads the implementation of a robust internal control framework and ensures timely, accurate delivery of financial statements in full compliance with accounting standards, the Fund's policies and priorities, and international best practices.

Key responsibilities:
- Financial management and control: ensure quality controls over financial transactions and maintain accurate records; manage financial reporting for the Fund and special funds under its administration in compliance with IFRS and other applicable accounting standards; lead quarter-end and year-end close; authorize administrative payments; verify compliance with financial and accounting rules; manage the design and implementation of internal control policies, procedures and guidelines; drive financial innovation, systems enhancements and workflow optimization.
- Back office: oversee banking and custodian relationships; partner with Treasury on cash and liquidity management, foreign exchange, funding and valuation reporting; review and authorize confirmation of treasury deals; supervise business partner records.
- Leadership and direction: lead a multicultural team across Accounting (Financial Controls and Reporting) and Back Office; drive change management; manage engagement with external auditors and ensure timely submission of financial data to the Audit & Risk Committee; develop and mentor staff.
- Capability building: strengthen the Fund's financial management processes and procedures and participate in relevant committees.
Qualifications and experience:
- Master's degree in Accounting, Business Administration, Financial Management or a related field
- Recognized accounting certification such as CA or CPA (required)
- Minimum of 15 years of relevant professional experience, preferably including five years at a senior level in an international banking institution
- Fluent English; good working knowledge of Arabic, French, German or Spanish is an added advantage
- Strong competencies in collaboration, communication, results-orientation, learning agility, stakeholder focus, accountability, inclusive leadership, strategic planning and ethical decision-making.
