Individual Consultant: Revise and Update SADC Methodological Guidelines and Harmonised Data Collection Instruments for Disaggregated Trade in Services

The SADC Secretariat, through the Regional Statistics Project (RSP, P175731) financed by the International Development Association (IDA) of the World Bank, seeks one individual consultant to revise and update the SADC methodological guidelines and harmonised data collection instruments for disaggregated Trade in Services Statistics in the SADC region. The project aims to strengthen SADC's institutional capacity to produce, disseminate and use quality statistics while increasing regional harmonisation and collaboration.

Objective: Develop practical guidelines to help Member States collect disaggregated trade in services statistics. The consultant will revise and update the current drafts of the SADC Trade in Services (TIS) practical methodological guidelines and harmonised data collection instruments, aligning them with emerging developments in international trade in services statistics and evolving regional policy needs. The revision must incorporate recommendations from international organisations and Member State experts, which will be shared with the consultant.

Expected result: Final version of the SADC Trade in Services practical methodological guidelines and harmonised data collection instruments, validated.

Duration: 90 calendar days. The work will be carried out remotely, mainly through desk research and virtual engagement, with no travel to Gaborone. Reports to the Senior Officer, Research and Statistics.

Qualifications: At least a degree in statistics, economics or a related field (Master's or higher is an advantage). At least 15 years of experience undertaking and managing statistical functions, particularly external sector statistics. At least 10 years of experience in the collection, production and dissemination of international trade in services statistics at national or international level. Experience conducting foreign affiliates surveys and using MSITS 2010, BPM6 and EBOPS. Demonstrated experience developing trade in services statistics guidelines and tools. Experience delivering at least one technical assistance or capacity-building assignment in this area in developing countries, preferably in Africa.

Selection follows the Individual Consultant Selection method under the World Bank Procurement Regulations for IPF Borrowers (September 2023).
