The Government of Samoa has received financing from the World Bank (Samoa Finance Sector Resilience and Development Project, P181456, Credit IDA-E3780) and intends to use part of the proceeds to engage an individual consultant to carry out a diagnostic assessment for a core banking solution (CBS) for the Central Bank of Samoa. Reference No.: CBS/ICS/010.
Objective: Conduct a comprehensive diagnostic assessment of the Central Bank's current operational environment, identify capability gaps, define future-state requirements, and provide a strategic recommendation and roadmap for introducing a Core Banking Solution aligned with international good practice and the Central Bank's future needs.
Duration: approximately 8 weeks, with work expected to begin in January 2027.
Mandatory qualifications: A Master's degree in Information Systems, Computer Science, Finance, Banking, Business Administration or a related field; at least 10 years of professional experience in financial sector IT strategy and enterprise architecture; central banking domain expertise (monetary policy execution, currency management, government banking, Treasury Single Account management, RTGS and ACH integrations, central bank financial reporting and IFRS); enterprise architecture and diagnostic capability (IT gap analyses, legacy system audits, business process re-engineering, modern core banking solutions, SOA, cloud vs on-premise trade-offs, data migration, cybersecurity, business continuity and disaster recovery); strategy, procurement and roadmap design (IT roadmaps, cost-benefit analyses, TCO models, technical specifications, RFP/TOR drafting); and communication and stakeholder management, including advising senior executives and writing clear diagnostic reports in English.
Desirable: excellent communication, stakeholder management, speaking, writing and interpersonal skills.
Selection method: Individual Consultant Selection (ICS) under the World Bank Procurement Regulations for IPF Borrowers (September 2023). Firms' staff may express interest through their employing firm, but only the individual's experience and qualifications are evaluated. Conflict-of-interest provisions in Section III, paragraphs 3.14, 3.16 and 3.17 apply.
