Director - P05
The Department of Information and Technology Services (DOITS) of the OAS General Secretariat in Washington D.C. is recruiting a Director (Grade P05, Series B – Long Term appointment, 12 months, Information System and Technology job family). The Director serves in the Office of the Executive Director as the primary advisor on technology matters to the Executive Director, with frequent direct contact with the Secretary and occasional contact with the Chief of Staff and representatives of member states.
Key responsibilities: prepare and implement the OAS information resources management vision, mission and overall strategy; lead a team of IT staff, contractors and consultants and manage vendor relationships; maintain an effective information assurance program and protect organization-wide data; oversee the OAS computer and communication infrastructure, including data centers, cloud environments, help desk and networks connecting headquarters with overseas offices; provide strategic IT consulting and project management for donor-funded projects; prepare and justify DOITS program and budget proposals; plan acquisitions and modernization of IT infrastructure; oversee negotiations with suppliers and approve contracts; define DOITS personnel structure and competencies; direct development of information resource governance policies; mobilize financial and technical resources for special projects; and represent the GS/OAS at regional and international meetings.
Qualifications: Bachelor's degree in Computer Science, Engineering, Information Technology, Business Administration, Management or a related field with 15 years of relevant experience, OR a Master's degree with 10 years, OR a Doctorate with 6 years of relevant experience, including progressively increasing responsibility managing computer and telecommunications networks and software development, and significant management of large teams. Desirable: C-level experience in an international environment, knowledge of HR, procurement and finance practices, PMP and ITIL certifications, experience leading digital transformation and large modernization investments.
Languages: proficiency in at least two of English, French, Portuguese and Spanish; the selected candidate must pass the required OAS language examination in a second official language within the applicable timeframe.
Compensation: basic salary US$ 103,165 plus post adjustment US$ 56,328; net of taxes for non-US citizens. Publication date: 9/24/26.
