The Basel Institute on Governance is a hands-on centre of expertise dedicated to promoting good governance and countering corruption for a more peaceful, just and sustainable world. Its Green Corruption programme applies in-house expertise to preventing corruption and enforcing anti-corruption and anti-money laundering standards in the environmental sector, covering illegal trade in wildlife, forestry and timber products, fish and mining, as well as governance challenges in the energy transition, carbon markets and critical minerals.
The Programme Officer supports the implementation, coordination, monitoring and evaluation (M&E) and reporting of the Green Corruption programme in Latin America. The role combines programme coordination, M&E, stakeholder engagement and knowledge management. Reports to the Programme Manager and works closely with the Senior Specialist, Corruption Prevention. Based in Lima, Peru; 100% employment, 1-year contract with possibility of extension, start as soon as possible. For Peruvian nationals only.
Key responsibilities:
- Programme coordination: support preparation and implementation of activities, training, study visits, missions and work plans with programme management and technical experts.
- M&E: support project-level M&E frameworks, data collection, pre-/post-activity surveys, assessments and feedback mechanisms; document and analyse results, lessons learned, case studies and impact stories.
- Financial and compliance: support budget monitoring, financial reporting and forecasting, procurement, donor compliance, audits, evaluations and programme reviews.
- Stakeholder engagement: support coordination with partners, government stakeholders and donors, including in-country missions; maintain databases of programme contacts.
Qualifications:
- Bachelor's degree in international development, law, social sciences, business administration or a related field, or equivalent experience; Master's an asset.
- 3-5 years of experience in programme support or coordination, ideally in development cooperation or technical assistance.
- Experience with M&E data collection, results frameworks and reporting is an asset; donor reporting and compliance experience desirable.
- Strong drafting skills, database maintenance, and event and mission logistics skills.
- Ability to work across cultures and time zones.
- Professional proficiency in written and spoken English; Spanish native speaker.
