War Child Alliance is an international humanitarian organisation working to improve the mental health and wellbeing of children and young people affected by armed conflict, across mental health and psychosocial support (MHPSS), child protection, education and youth empowerment.
The Head of Partnerships and Programmes (HPP) holds overall responsibility for programme development and implementation, fundraising, and quality assurance in Education, Child Protection and MHPSS in Lebanon. Based in Beirut and/or Tripoli, the HPP reports to the Country Director, is part of the Country Management Team, and leads the Resource Mobilization & Grant Delivery, Programme Quality and Project Implementation teams.
Key responsibilities:
- Programme design and resource mobilization: oversee solicited and unsolicited proposals and funding applications, develop a country fundraising strategy, scope funding opportunities and strategic partnerships, and oversee donor engagement plans.
- Programme quality and accountability: ensure coherence, relevance and effectiveness of the Lebanon programme in line with humanitarian standards; oversee quality standards and tools; coordinate capacity development for partners in Education, Child Protection/Safeguarding and MHPSS; oversee needs assessments and learning; support local partners to meet donor requirements.
- External relations: maintain strong relationships with donors, UN bodies and partners; represent War Child in coordination forums; support localization; lead external-facing products on programming.
- Internal management: foster an inclusive, safe workplace; line-manage the HPP department; contribute to country strategy as a member of the Country Management Team.
Requirements:
- Master's or bachelor's degree in a relevant field (international development, humanitarian affairs, social sciences, public health, education, programme management, human rights, business administration).
- Minimum five years of senior management experience in the humanitarian/development sector.
- Demonstrated experience writing project proposals for a wide range of donors.
- Experience managing programmes in conflict-affected or complex environments, in at least two of Education, Child Protection and MHPSS.
- Proven track record working with local/national actors; sound knowledge of MEAL methodologies.
- Very good understanding of the Lebanon context.
- Excellent English and Arabic written and verbal communication skills.
- Strong networking, analytical and problem-solving skills, and a track record of securing support from institutional donors.
- Affinity with War Child's mandate and core values.
