The Norwegian Refugee Council (NRC) implements programmes in Chad that strengthen the resilience and socio-economic prospects of refugees and host communities affected by crises. Under its Youth Programming approach, NRC delivers integrated employability pathways: career guidance, life skills, functional literacy, vocational training, financial inclusion and economic insertion.

The Youth Employability Officer contributes to the implementation, technical coordination, operational monitoring and quality assurance of Youth activities in NRC's areas of intervention in Iriba, Eastern Chad. The role directly supervises Youth Technical Assistants, follows up implementing partners, and coordinates with community, institutional and private-sector actors involved in youth employment and socio-economic insertion. This position is open to Chadian nationals only.

Key responsibilities:
- Line management of direct reports, including performance management, staffing, onboarding, development and duty of care.
- Implement Youth programme activities according to approved work plans.
- Provide technical guidance to Youth Technical Assistants and community relays.
- Coordinate employability, life skills, functional literacy, vocational training, entrepreneurship and financial inclusion activities.
- Oversee outreach, targeting, selection and accompaniment of beneficiaries, prioritising the most vulnerable youth.
- Coordinate with authorities, technical services, the private sector, training institutions and implementing partners.
- Collect and consolidate project data and produce programme reports; document good practices and lessons learned.
- Promote gender, protection, inclusion, Do No Harm and accountability.
- Ensure administrative, logistical and budgetary follow-up and compliance with NRC and donor procedures.

Qualifications:
- Bachelor's degree (Bac+3 minimum) in economics, rural development, social sciences, project management, vocational training, entrepreneurship, local development or a related field.
- At least three years of experience implementing humanitarian or development projects, including youth employment, entrepreneurship, vocational training, livelihoods or economic inclusion.
- Experience managing partners and coordinating with local actors.
- Strong planning, organisation, monitoring and reporting skills; able to work in multicultural, high-pressure environments.
- Fluent French (spoken and written); Sudanese and/or local Arabic strongly preferred; English is an asset.
- Good knowledge of youth employability approaches, value chains, local economic development and community financial inclusion (VSLAs, savings groups).
- Knowledge of humanitarian standards, protection, AAP, gender and inclusion; understanding of the Eastern Chad context; experience with refugees and host communities strongly desired.
- Proficiency in Microsoft Office.
