Catholic Relief Services (CRS) is implementing a global emergency response initiative over 18 months. It delivers timely, lifesaving humanitarian assistance in rapidly evolving crises worldwide. This role supports cash readiness of Country Programs and partners. It also gives technical support to ongoing programming and new emergency programs in cash, market-based programming, and emergency food security and livelihoods.
The position is embedded in the Humanitarian Response Department (HRD) Market-based Rapid Response and Recovery (MBRRR) Team. The team is the agency lead for Cash & Market-based Programming and the emergency Food Security & Livelihoods sectors. The Technical Advisor gives technical advice on program design and implementation to Country Program teams and partners, in line with CRS program quality standards, donor guidelines and industry best practice.
Key responsibilities:
- Support development and implementation of agency-wide strategies, standards, tools and best practices for Cash and Market-Based Programming. Integrate gender, protection mainstreaming and disaster risk reduction.
- Provide programmatic and operational technical solutions to Country Program teams, remotely and on-site.
- Contribute to technical design of proposals and act as technical writer on proposal teams as needed.
- Support capacity strengthening for staff and partners through training, workshops and coaching.
- Collect and analyze program data and share lessons learned.
- Maintain relationships with donors, peer organizations and research institutions.
- Strengthen Country Program and partner cash readiness. This includes identifying cash delivery mechanisms and Financial Service Providers, developing SOPs and tools, and supporting pilot cash programs.
Qualifications:
- Bachelor's degree in humanitarian assistance, social policy, economics or a related field. A Master's degree is an advantage.
- Five to eight years of relevant experience, ideally with an international NGO. This includes at least two years of emergency response and field-based experience in cash and market-based programming.
- Experience designing CVA programs, including Multi-Purpose Cash Assistance, particularly for US Government funding. Experience as a CVA trainer.
- Experience in market assessments, response analysis and proposal development.
- Proficiency in MS Office, data analytics and PowerBI.
- English and Spanish required. French, Portuguese and Arabic highly desired.
- Willingness to travel up to 50%, including at short notice to emergency situations.
This is a full-time remote position. Salary and benefits depend on the country of employment. The posted US pay range is $71,349 - $88,085 annually and applies only to US-based staff and International Assignees.
