Save the Children is seeking a Safeguarding Officer (permanent, full-time) to act as Child Safeguarding Leader and Champion across the Rwanda offices. The role reports to the Internal Control & Compliance Manager, with a dotted line to the Director of HR, Admin and IT, and directly oversees the Field Focal Point Persons. This is a Level 3 child safeguarding role, with frequent or intensive contact with children and young people through country programmes.
 
Key responsibilities:
  • Work with programme development and operations teams to identify risks to children in all project activities, including workshops and events, plan mitigating measures and assign responsibilities.
  • Advocate nationally in line with the Safeguarding Policies, and establish country safeguarding networks to champion local implementation.
  • Support emergency/humanitarian response and programme teams with high-quality, accessible guidance.
  • Work with Child Protection colleagues to map service providers for children in operational areas.
  • Ensure all programming, including new proposals, is designed, implemented and monitored through a safeguarding lens, and that safeguarding is adequately resourced in project budgets.
  • Deliver mandatory core safeguarding training, refresher training and inductions; review and strengthen safeguarding systems in the country office.
  • Coach and build the capacity of Field Focal Points and partners to deliver trainings, receive and record reports, manage and undertake investigations.
  • Monitor implementation of safeguarding policies, implement the Safeguarding Policy Compliance Action Plan, and ensure concerns are reported, followed up safely and analysed to inform organisational learning.
  • Work with the MEAL team so safeguarding and reporting are central to accountability systems, including developing child-friendly materials.
  • Personally undertake safeguarding investigations where appropriate, sometimes in challenging environments.
 
Safety and security responsibilities:
  • Assess threat, risk and vulnerability; conduct safety and security assessments of programme areas and recommend improvements.
  • Support the Risk & Compliance lead to maintain the Safety and Security Management Plan, prepare and manage the country office security budget, and deliver security briefings and training for staff and visitors.
  • Ensure incident reporting procedures are followed, maintain communication trees and multiple communication modes, advise the SMT in crises, assist with emergency evacuations and follow up on security incidents.
 
Competencies: Leading and Inspiring Others, Innovating and Adapting, and Applying Technical & Professional Expertise (all at Accomplished level). The organisation maintains a zero-tolerance policy toward fraud, corruption and unethical behaviour.
