The Norwegian Refugee Council (NRC) has worked in the Democratic Republic of the Congo since 2001, in North Kivu, South Kivu and Ituri. NRC's WASH programme provides access to safe water, sanitation and better hygiene behaviours for displaced, host and returnee communities, schools and other institutions. In response to the Ebola outbreak in Ituri and, depending on how the outbreak evolves, other affected provinces, NRC is implementing WASH interventions that help prevent transmission, with a particular focus on Risk Communication and Community Engagement (RCCE/CREC).
NRC is looking for an Ebola Response WASH Officer (CREC) based in Bunia. Reporting to the WASH/CREC Coordinator, the officer ensures the implementation, monitoring and quality of the CREC activities in their project portfolio, working closely with the WASH/IPC teams and other sectors.
Key responsibilities:
- Plan and implement soft activities, including community engagement and behaviour change, in health areas, communities and schools.
- Monitor community health workers (RECO) through reports, meetings and field visits; support their training with the provincial health division (DPS) and health zone offices (BCZ).
- Run Ebola prevention awareness with pupils, teachers, parents, youth, women's and religious groups, and use digital and social channels.
- Collect and document community rumours, perceptions, concerns and resistance, and feed them back to adapt messages and approaches.
- Collect, verify and consolidate CREC data, track indicators and coverage, and produce periodic reports for internal and donor use.
- Prepare purchase requests and follow procurement of IEC materials with Logistics, Procurement and Finance.
- Coordinate with WASH/IPC, Education, Protection and MEAL teams; integrate protection, gender, disability inclusion and accountability to affected populations (AAP).
Qualifications:
- At least a BAC+3 degree in public health, social sciences, environmental science, communication, community development or a related field.
- At least 3 years of experience in CREC, community mobilisation, behaviour change or health/hygiene promotion, ideally in humanitarian or health emergency settings.
- Experience with participatory approaches, community networks and health authorities (DPS, BCZ, health areas); data collection and reporting; Word, Excel and PowerPoint.
- Excellent written and spoken French; local languages and English are an asset.
- Good knowledge of the humanitarian context of eastern DRC, CREC, AAP, PSEA and outbreak response (Ebola, cholera); willingness to travel to the field regularly.
- Must be of Congolese nationality.
