Location: Eastern DRC (Ebola-affected provinces), DR Congo
Under the direct supervision of the Chief of Party, the consultant coordinates MIHR's support to the Ministry of Health in implementing risk communication and community engagement (RCCE) strategies to foster community adherence to Ebola response measures, including early detection of suspected cases, contact tracing, and timely uptake of care services. The consultant will implement MIHR interventions to strengthen community trust, facilitate adoption of protective behaviors, and ensure clear, transparent, culturally adapted risk communication.
Responsibilities include coordinating strategic guidance sharing on Ebola RCCE, coaching health facility teams and community relay workers on validated, locally adapted messaging, supporting community dialogues to reduce resistance to response activities, training health agents and community workers, tracking rumors and community feedback for strategic adjustments, coordinating with other partners for harmonized communication, identifying trusted community actors for collaboration, briefing trusted actors on key Ebola messages (early detection, contact tracing, safe burials), supervising community relay workers, and ensuring compliance with barrier measures. The role also involves monitoring, evaluation and learning tasks such as collecting CREC data not captured by DHIS2, participating in project evaluations, and documenting success stories and best practices. A monthly activity report approved by the supervisor is required before consultancy fees are paid.
Minimum profile: at least a Master's degree in international development, public health, communication, or community health from a recognized institution, with verifiable senior-level RCCE experience; work experience in at least one of the Ebola-affected eastern DRC provinces and ability to speak local languages; at least 3 years of relevant RCCE experience in epidemic contexts, especially Ebola; experience working with international NGOs; verifiable experience in community mobilization and behavior change communication; excellent ability to produce high-quality technical reports under pressure in volatile security contexts; prior experience with MIHR is an asset.
