EMPOWER (Empowering Partner Organizations Working in Emergency Response) is a CRS program under the Humanitarian Response Department that strengthens local humanitarian actors' leadership, coordination, institutional capacity, and access to humanitarian funding. In Venezuela, EMPOWER will support a six-month, DHR-funded emergency response led by CRS and Cáritas Venezuela following the June 2026 earthquakes. The response will provide life-saving assistance in WASH, food assistance, shelter, and protection/MHPSS. The Technical Advisor II provides technical advice, guidance, and support on Shelter and Settlements program design and implementation to CRS and Cáritas Venezuela teams. The role reports to the Technical Advisor II/South America, with a dotted line to the HRD Shelter and Settlements Team Lead.
Key responsibilities:
- Contribute to response-wide strategies, standards, tools, and best practices in Shelter and Settlements, engaging partners, the Cluster, donors and governments, and integrating gender, protection mainstreaming, and disaster risk reduction.
- Provide technical solutions to CRS and Cáritas Venezuela teams on program design, implementation standards, partnership principles, tools, and M&E.
- Lead or contribute to the technical design of large and complex proposals, including monitoring systems and indicators.
- Strengthen Cáritas Venezuela's capacity through training, workshops, mentoring and coaching.
- Support shelter, settlements and WASH/infrastructure response, including assessments, designs and BoQs, planning, implementation follow-up, and quality assurance.
- Support knowledge management and learning; build relationships with donors and peers; participate in the Shelter, Land and Site Coordination Cluster and its technical working groups.
- Act as focal point for CRS Shelter and Settlements scale and system change initiatives.
Basic qualifications:
- Bachelor's degree in Engineering, Architecture or a related field.
- At least 8 years of relevant international experience in an advisory or management role, ideally with an international NGO; humanitarian or rapid-onset emergency experience is highly relevant.
- At least 3 years in Shelter and Settlements programming.
- Experience providing technical assistance and developing successful donor proposals.
- Experience in program monitoring and evaluation.
Preferred: Master's degree in a related field; experience with local partners and the Caritas network.
Professional fluency in Spanish and English is required. Travel of up to 50% within Venezuela and internationally. Full time. Listed locations: Venezuela, El Salvador, Guatemala, Baltimore (MD, USA), Mexico, Honduras (on-site).
