Within MSF-OCB's Analysis department, the Health Politics Team (HPT) analyses existing and emerging health policies, the political factors behind them and how they affect the environment in which MSF operates. The Health Policy Advisor contributes to priority health policy dossiers through research, analysis, strategic reflection, advocacy development and support to MSF's positioning, focusing broadly on access to healthcare and the organisation and governance of health systems.

Main responsibilities:

Conduct in-depth policy analysis and support advocacy on priority health policy themes (outbreak preparedness and response, vaccine-preventable diseases, antimicrobial resistance, access to healthcare, health financing, health systems strengthening, HIV, TB, malaria, sexual and reproductive health, gender, malnutrition and other emerging issues)
Provide analysis and advocacy support to operational teams, focusing on selected countries, regions, programmes or projects
Represent MSF in external meetings, conferences, networks and policy forums
Conduct policy research, stakeholder mapping and analysis of donor policies
Develop and deliver training sessions and learning materials on health policy, analysis and advocacy
Support knowledge management and write publications, including reports, peer-reviewed articles, opinion pieces and briefing notes
Organise webinars, events and policy discussions, including the annual Global Health Pop-up meeting
Undertake project visits as required (0-5 trips per year) and contribute to cross-departmental initiatives, including the Global Health and Advocacy Network (GHAN)

Requirements:

Master's degree in a medical qualification, health policy, public health, political sciences, sociology, international relations or equivalent field, or equivalent by experience
Minimum 2 years of work experience with MSF, including in Operations (previous MSF experience mandatory)
Work experience in global health advocacy with MSF or other NGOs
Experience in health policy analysis, evidence-based advocacy and strategic influencing
Expertise in one or more of: epidemic preparedness and response, pandemics, vaccine-preventable diseases, antimicrobial resistance, SRHR, gender equality and inclusion
Advanced policy analysis and strategic thinking; excellent writing and communication skills; ability to influence decision-makers and build relationships with governments, multilateral organisations, UN agencies and donors
Proficiency in English and good knowledge of French

Conditions: Open-ended, full-time contract, on site in Brussels or any location with an MSF entity; starting date January 2027. Local contract and standard salary grid apply.
