Project Impact Evaluation - Endline for UKPact - Accelerating County Cooking Transitions (A2CT) Project
SNV is a global development partner working in African and Asian countries to transform agri-food, energy and water systems. It is seeking a consultant or team to conduct the final (endline) impact evaluation of the UKPact-funded Accelerating County Cooking Transitions (A2CT) Project. A consortium of SNV (lead), Gamos East Africa and the Clean Cooking Association of Kenya (CCAK) implements the project in Kakamega, Meru and Taita Taveta counties, Kenya. The project supports county clean cooking transition policies, strengthens county officials' capacity, and builds the skills of artisans, entrepreneurs and community-based organisations. It promotes the inclusion of women, youth, persons with disabilities and other marginalised groups.
The evaluation will compare baseline and endline findings and assess progress against the Theory of Change, results framework, indicators and targets. It will cover clean cooking access and practices, institutional capacity, evidence use, policy development and institutionalisation, market participation and linkages, access to finance, and GEDSI outcomes. It will also assess whether training translated into sustained practice change, the sustainability of results, and the potential for replication and scale-up. It will document lessons learned and good practices, and give actionable recommendations.
Methodology: a mixed-method approach comparable with the baseline. It includes a desk review, primary data collection (surveys, KIIs, FGDs) across the three counties, and impact analysis with triangulation. It applies ethical research, informed consent and data protection measures.
Deliverables: inception report, draft impact evaluation report, stories of change, validation of findings, final report, PowerPoint presentation, and datasets with supporting documentation.
Duration: 8 weeks, with all deliverables and the final invoice delivered within this period (listed as a 2-3 month consultancy).

- Submit a technical proposal (70%) covering your understanding of the ToR, a capability statement with CVs, the proposed methodology and sampling strategy, an evaluation matrix, at least three client references, a workplan and a proposed outline of the final report.
- Also submit a financial proposal (30%) in Kenya Shillings that includes all costs and applicable taxes, with professional fees, indirect activity costs and a milestone-based payment schedule. Applicants must be able to legally operate in Kenya.
