Médecins Sans Frontières (MSF) is an international humanitarian aid organization providing assistance in more than 70 countries to populations in distress, victims of natural or manmade disasters and armed conflicts. OCB is establishing a Safeguarding Unit embedded within the General Directorate and accountable to the MSF Board, responsible for prevention, case management and investigations, and safeguarding policy and strategy across headquarters and programmes.
The Safeguarding Lead provides expertise, strategic leadership and direction for the continuous development of OCB's safeguarding strategy, policy and culture. The role reports to the Directorate General and the MSF OCB Board, and directly manages the Safeguarding Manager, Case Management Manager and Safeguarding Unit Policy Advisor.
Main responsibilities:
- Global safeguarding strategy and culture: oversee delivery of the OCB Safeguarding Strategy, integrate safeguarding into all of OCB's work, with emphasis on prevention.
- Safeguarding systems and policies: maintain safeguarding standards across OCB, ensure a robust case management process, and oversee the Case Management and Reporting SOPs.
- Thought leadership and influencing: represent OCB in international sector platforms, strengthen the safeguarding voice in programme design and risk management, and ensure safe community-based reporting mechanisms for SEAH.
- Leadership of safeguarding resources: lead and develop the Safeguarding Team, manage the Unit budget, and work with the HR Director on safe recruitment.
Requirements:
- Qualification in safeguarding, law, ethics, social work, gender-based violence or a related field, and/or at least five years' experience preventing, detecting and responding to SEAH and misconduct.
- SEAH investigation qualification (e.g. CHS Tier 3, CFE, CFF, CPA, CCEP or equivalent).
- Minimum five years in a strategic role within a complex organisation, and five years within an international NGO, UN agency or comparable environment.
- Experience leading safeguarding investigations and multicultural teams.
- Strong analytical, people management, influencing and cross-cultural communication skills.
- English mandatory; French, Spanish or Arabic an asset.
- Availability for international travel.
Conditions: full-time, open-ended contract with a 3-year mandate (extendable by up to 2 years), hybrid work model, relocation package, salary per MSF-OCB HQ grid, meal vouchers, hospital insurance, pension plan and public transport reimbursement. Start date as soon as possible.
