Location: Bunia, Democratic Republic of the Congo
The Norwegian Refugee Council (NRC) is an international non-governmental humanitarian organisation, present in more than 25 countries. It has worked in the Democratic Republic of the Congo since 2001, in North Kivu, South Kivu and Ituri. Its programmes cover education, rapid response to population movements, protection, shelter, WASH, food security and livelihoods, and information, counselling and legal assistance for displaced populations. Ituri is in the far east of the DRC, and its security situation is among the most critical in the country.
Role: The WASH Technical Assistant supports the implementation of water, sanitation and hygiene activities through technical, administrative and organisational support. The post contributes to problem-solving, resource management and technical knowledge sharing so that projects are delivered effectively (soft WASH, Ebola response).
Key responsibilities:
- Ensure adherence to NRC policies, tools, manuals and guidelines.
- Assist in implementing the WASH programme portfolio in line with the action plan.
- Independently carry out procedures and activities within the scope of the role, according to delegations.
- Prepare reports as required by management and keep documents properly filed.
- Facilitate and supervise community mobilisation, behaviour-change interventions and distributions of WASH kits.
- Support the set-up, training and follow-up of local WASH management structures (water point committees, sanitation committees, school hygiene clubs).
- Contribute to needs identification and to the design and implementation of specific assessments (KAP, WASH'Em, barrier analysis).
- Help define themes, messages, approaches and tools for WASH behaviour change.
- Collect and share weekly evidence of soft WASH activities (photos, success stories, testimonies, epidemiological data, distribution lists).
- Monitor the procurement of goods and services for soft WASH activities and give the manager ongoing quality feedback.
- Contribute to needs assessment and participant targeting, supervising data collection (e.g. hygiene practices).
Qualifications:
- At least a university degree (equivalent to BAC+3) in social sciences, local development, public health or health promotion, anthropology or a similar field.
- Experience in WASH, with a focus on mobilisation, awareness-raising and community capacity building.
- Experience with an NGO, preferably international, in an emergency humanitarian context including displacement sites.
- Strong knowledge of the humanitarian context in the assigned territories and health zones, and of SPHERE standards.
- Proven knowledge of behaviour-change theory and approaches, and experience with participatory methodologies and community mobilisation.
- Fluency in French (written and spoken) and Swahili, and command of local languages in the area of operation.
- Willingness to travel and work regularly in the field in complex and volatile contexts.
- Knowledge of qualitative data analysis software is desirable.
