Elizabeth Glaser Pediatric AIDS Foundation (EGPAF) Tanzania is recruiting three (3) full-time Monitoring and Evaluation Leads for its HIV/AIDS and TB projects in Manyara, Kagera and Tabora regions. The role reports to the Senior Strategic Results Manager, with a dotted line to the Senior Manager – M&E.
About the role: The M&E Lead works closely with the Regional/Council Health Management Teams (R/CHMT), facility staff and the technical team to monitor and report all project indicators on scope, on schedule and within budget. The postholder will strengthen the EGPAF digital health system and lead its roll-out across the region, take part in designing digital systems with program partners and the Government of Tanzania, and be responsible for all data management activities for routine program data monitoring, reporting and use in the assigned region. This includes designing tools, conducting data quality assessments, responding to data requests from the program team and donors, basic data analysis, data visualization and presenting findings.
Key responsibilities:
- Oversee the availability and use of national and program data and M&E (recording and reporting) tools.
- Plan and contribute to evaluation studies; develop and review data collection tools.
- Lead the Regional M&E Team and build its capacity in routine M&E activities; act as the regional M&E focal person, approving regional data requests.
- Provide M&E technical support to regional technical teams and to health providers at facility and community level.
- Plan and oversee data review meetings with project staff and stakeholders.
- Work with project office staff, facility data clerks and CHMT focal persons to deliver accurate and timely weekly, monthly and quarterly reports.
- Support routine Data Quality Assessments and disseminate findings.
- Apply in-depth knowledge of health information systems such as CTC2, the HTS module, the pharmacy database, MTUHA, DHIS2 and DATIM.
- Participate in external meetings and workshops, collaborating with PORALG and MOHCDGEC (NASHCoP and NTLP).
Requirements:
- Bachelor's degree in health informatics, statistics, epidemiology, public health, social sciences or a related field, with a focus on data management and analysis; a Master's (MPH, Biostatistics, Data Science, Epidemiology, M&E) is an added advantage.
- At least 5 years of experience supervising and monitoring HIV/AIDS and TB activities at health facility and/or community level, including data collection, analysis and reporting; understanding of the Tanzanian health system.
- Prior experience as a researcher in a research organization or programmatic setting.
- Excellent written and oral communication, good computer skills, ability to work in multidisciplinary teams and with little supervision.
- Experience with national/international NGOs and public sector institutions, including the Ministry of Health.
Bonus: similar experience in an international organization, knowledge of US Government donor rules, STATA, research ethics and good clinical practice, DHIS2 mastery, and professional-level English.
