Request for Proposal (RFP): Consultancy Service for Supporting Local Governments in Updating SUSWA-Supported Water Supply Schemes in NWASH
Sustainable WASH for All (SUSWA) invites proposals from eligible and qualified consulting firms/consortia to provide consultancy services supporting 28 SUSWA-supported Local Governments in Karnali Province, Nepal.
Scope of work: The consultancy will provide specialised technical assistance to accelerate the review, completion, correction, and updating of NWASH records for approximately 263 regular/new SUSWA-supported water supply schemes and 112 schemes repaired/rehabilitated under SSC and WSP+++ mechanisms. The scope includes spatial data integration, coordinate transformation (UTM 44N to WGS84), incorporation of water-quality data, scheme matching, quality assurance, and municipal validation. No new field surveys or water-quality sampling are included.
Interested firms/consortia should have:
- Substantial practical, hands-on experience operating NWASH (inventory management, data entry/upload, cleaning, editing, dashboard use)
- Demonstrated experience with digital WASH inventories, GIS/spatial data and integration of water-supply system information
- Familiarity with the SUSWA WSS dataset, SW-WSP-V3 data or closely comparable databases
- Demonstrated experience working with municipal WASH Units, preferably in Karnali Province
- Ability to develop/operate data-import tools and complete the assignment within the required timetable
Evaluation: 80% Technical / 20% Financial, with a minimum technical qualifying score of 60/80; financial proposals of firms below this threshold will not be evaluated.
Timeframe: Work is expected to commence immediately following contract signature, with completion of the core NWASH updating exercise targeted by January 2027.

Submit a Technical Proposal (per Section 11.1 of the ToR) and a separate Financial Proposal, including a total price and unit rates for regular/repaired WSS inventory updates and water-quality data entry (per Section 11.2 of the ToR), in a sealed envelope to the SUSWA Project Office on or before 6th October 2026, 5:00 PM Nepal Time.
