The World Organisation for Animal Health (WOAH) is an intergovernmental organisation representing 183 Members worldwide, working to improve animal health, animal welfare and Veterinary Services. WOAH is seeking an individual consultant to conduct a legal assessment of the administrative and financial framework supporting the Committee on Veterinary Medicines for the Americas (CAMEVET), a regional technical forum that promotes harmonisation of regulatory requirements for the registration of veterinary medicinal products. CAMEVET operates within the WOAH framework but has no independent legal personality, and its administrative, financial and technical arrangements need to be assessed for consistency, sustainability and legal soundness.
Reporting: Under the authority of the Deputy Director General, Institutional Affairs and Governance, reporting to the Regional Representative for the Americas, in close collaboration with the Legal Affairs Department.
Objectives and deliverables: Conduct a legal assessment of the normative grounds and the administrative and financial framework of CAMEVET, focusing on its relationship with WOAH and its Regional Representation for the Americas. The consultant must deliver a high-quality report answering: (1) the nature of CAMEVET and its relationship with WOAH; (2) whether the current administrative and financial structure is legally sound given its public-private nature; (3) alternative administrative, financial and legal frameworks if not; and (4) arrangements and safeguards to ensure transparency, sustainability and accountability in WOAH's administrative support. Conditional on agreement with Members of the Americas region, the consultant will then prepare the elements needed to implement the selected solution. The consultant will engage with stakeholders, including the CAMEVET Secretariat, the Regional Representative for the Americas and WOAH HQ, and conduct interviews as required. An initial assessment report and detailed workplan must be agreed by 10 October 2026.
Requirements: Degree in public law or public international law with demonstrated professional experience in or for the public and international sector (advanced degree in law is an advantage); minimum 7 years' relevant experience in or for the public sector and/or an international organisation, including proven experience working in or for an international organisation; knowledge of International Institutional Law is an advantage; fluency in English and Spanish required, French an asset.
Remuneration: USD 12,000 for initial analysis and recommendations, plus USD 8,000 for implementation of recommendations (legal drafting), in two conditional stages. No advance payment. Duration to be agreed at contract signature. The consultant works remotely.
