Location: Hpa-An, Kayin, Myanmar

Role purpose: This position oversees emergency health and WASH interventions in project areas of Kayin State, Myanmar, and initiates and manages humanitarian responses based on emerging community needs. Under the supervision of the Area Operations Manager, with technical guidance from the Implementing Office and in close coordination with local stakeholders, the Project Officer ensures mothers and children receive appropriate care and treatment at community level, facilitates access to specialized tertiary care for emergency patients, and delivers humanitarian responses and emergency WASH interventions.

Reports to the Area Operation Manager; direct reports: Project Assistant. Financial approval: USD 5,000. Frequent travel (over 6 days per month). Grade NAT-4, fixed-term contract, 1 position. Child safeguarding level 3.

Key responsibilities:
- Implement community-based health activities in the assigned township in line with work plans and budgets.
- Provide supportive supervision visits to project villages; monitor quality and capacity of community-based health workers (CBHWs) and organize and facilitate their capacity building.
- Coordinate with health facilities for smooth emergency referrals.
- Oversee water supply, latrine setup, sanitation, hygiene promotion and temporary bathing facilities in IDP camps and relocation sites; respond to secondary impacts such as flooding, AWD and water contamination.
- Coordinate with Supply Chain on timely procurement and delivery of emergency WASH and shelter kits.
- Work with the MEAL Officer to monitor project data and lead needs assessments.
- Prepare monthly progress reports and represent Save the Children with local authorities.

Qualifications and experience:
- Bachelor's degree in health or public health-related field.
- At least 3 years' experience implementing development or humanitarian programs, including Primary Healthcare projects.
- Experience with community-driven projects and supporting community structures and leaders.
- Understanding of the Kayin State context and conflict-setting experience is an asset.
- Knowledge of financial and budgetary controls for grants.
- Willingness to travel to remote areas; ability to work under pressure to tight deadlines.
- Proficiency in MS Word and Excel; strong interpersonal and community development skills.
- Local language skills are an asset.
- Commitment to Save the Children's aims, values and principles.
