The Global Green Growth Institute (GGGI) is a treaty-based intergovernmental organization that supports strong, inclusive and sustainable economic growth in developing countries and emerging economies. In Mexico, GGGI works closely with the Ministry of Energy (SENER) to strengthen national energy planning and financing mobilization and to support the country's transition to a low-carbon, resilient energy system. GGGI is hiring an Individual Consultant (Level 4, deliverable-based) to provide technical assistance to SENER in developing inputs for the Renewable Hydrogen National Policy, which is currently under development.
Contract: October 5, 2026 to September 30, 2027, based in Mexico City. Total fees: USD 40,800.
Responsibilities:
- Identify and assess existing renewable hydrogen initiatives in Mexico and regional production and consumption potential.
- Review the legal and regulatory framework and recommend improvements.
- Review international best practices for application in Mexico.
- Conduct a technical assessment of the national renewable hydrogen value chain and identify opportunities for regional hydrogen valleys.
- Generate strategic recommendations on policy, regulatory, institutional and market opportunities.
- Design monitoring indicators for the National Policy.
- Assess certification requirements and propose a national certification strategy.
- Coordinate stakeholder meetings.
There are seven deliverables, from a methodological proposal to the certification strategy. The consultant works under the supervision of GGGI Mexico's Climate Finance and Policy Officer and SENER's Undersecretariat for Planning and Energy Transition.
Requirements:
- Master's degree or higher in Energy Engineering, Chemical Engineering, Environmental Engineering, Economics, Energy Policy, Public Policy or a related field.
- 5 to 8 years of professional experience in energy policy, renewable energy, hydrogen technologies, industrial decarbonization or climate mitigation.
- Demonstrated experience preparing national policies, strategies, roadmaps or regulatory frameworks.
- Experience working with government institutions and facilitating multi-stakeholder consultations.
- Knowledge of renewable hydrogen technologies and energy transition policies.
- Excellent analytical, technical writing and communication skills in English and Spanish.
- Individuals based in Mexico are preferred. Experience in Mexico or Latin America is highly desirable.
