Energy Fiji Limited (EFL) invites eligible individual consultants to express interest in providing international Environmental and Social (E&S) Specialist services for the World Bank-supported Fiji Energy Transformation Project (P515153/P518499), Grant Facility for Project Preparation. The project, estimated at USD 230 million, aims to accelerate renewable energy development, modernize the power grid, rehabilitate aging infrastructure, and reform the power sector across Viti Levu, Vanua Levu and Taveuni, including large solar PV/BESS parks, grid-evacuation infrastructure and transmission upgrades. The project's E&S risk is classified Substantial due to biodiversity impacts, customary iTaukei land tenure, community health and safety, labor influx, SEA/SH risks and PV/BESS supply-chain concerns.
The Consultant will serve as the Project Preparation Unit's E&S focal point, applying the World Bank Environmental and Social Framework. Key tasks include preparing E&S scoping studies with critical habitat screening; a site-specific ESMP for aging asset replacement; a Resettlement Policy Framework; a negotiated land agreement due diligence report (including ESS5/ESS7 and FPIC screening); an integrated Stakeholder Engagement Plan and grievance/SEA-SH referral pathway; Labor Management Procedures; and a procurement-ready TOR for EFL's institutional Environmental and Social Management System. The role also covers E&S review of Electricity Act amendments, the Rooftop Solar PV Policy, and private-sector renewable energy participation, plus E&S inputs to grid, hydropower and solar PV/BESS technical studies, and monthly/quarterly reporting.
The assignment is expected to be part-time over the GFPP implementation period (estimated 24 months), subject to satisfactory performance and financing availability. Evaluation will weigh E&S assessment experience (25%), application of the World Bank ESF/IFC Performance Standards (30%), biodiversity/land/FPIC experience (20%), renewable energy and Pacific/Fiji experience (15%), and qualifications/coordination capability (10%).
