This position is open to candidates who have the legal right to work in Ukraine; NRC cannot provide work permits or visa sponsorships. Generic responsibilities include ensuring adherence to NRC policies, handbooks, guidelines, donor requirements and national labour law at the Area Office (AO) level; developing Area-specific HR and Admin guiding documents; preparing reports and analyses; ensuring proper filing of HR and Admin documents; managing the HR and Admin team; developing administrative systems and procedures; promoting PSEA standards; and coordinating with the country office and stakeholders. Specific responsibilities include ensuring timely implementation of the HR and Admin work plan; sharing SOPs and policies with proper induction; maintaining accurate staff records; processing and tracking national staff benefits including leave, health and life insurance; ensuring timely onboarding, induction, performance management and exit procedures; managing recruitment processes; advising Area Management and line managers on HR matters; providing regular staff training; analyzing capacity development gaps; supporting disciplinary measures and conflict management; and handling admin support for international staff. Requirements: Bachelor's degree in a relevant field; minimum 3 years' experience in a humanitarian organization in a relevant position; experience managing a team; strong management skills; experience in complex and volatile contexts; fluency in English and Ukrainian; previous experience in humanitarian negotiations is an asset.
