Location: Da Nang, Viet Nam
The Program Manager leads an assigned portfolio of projects and partner relationships, providing operational oversight, budget control and quality assurance. Reporting to the Country Manager, the role turns project concepts into compliant Project Design Documents, manages Senior Program Coordinators and Program Coordinators, and ensures projects meet quality standards, grant conditions and the objectives of the Viet Nam Country Strategy. Key responsibilities include overseeing planning, implementation and quality assurance across assigned projects; developing project implementation plans, concept briefs and procurement schedules; maintaining accurate project data and monitoring frameworks; leading annual budgets and quarterly forecasts and monitoring grant expenditure and compliance; building relationships with implementing partners, government departments and local health authorities; representing the Foundation at provincial and regional levels; and line-managing, coaching and developing assigned Program Coordinators. Requirements: more than 10 years' NGO experience managing complex public health or development programs, ideally in eye health; strong project management skills across partner engagement, implementation, monitoring and evaluation; knowledge of Viet Nam's health, education and broader operating context with a relevant bachelor's or master's degree; fluency in English and Vietnamese including strong report and proposal writing skills; strong communication, relationship management, consultation and negotiation skills; proven analytical, problem-solving, coaching and team-management skills; cross-cultural experience; and eligibility to work in Viet Nam with willingness to travel as required.
