Terms of Reference for Outcome Harvesting and End of Programme (Endline) Evaluation for the Investing in Women in the Blue Economy Kenya Programme
AECF, with support from Global Affairs Canada (GAC), is commissioning a single consultancy comprising two complementary components for the Investing in Women in the Blue Economy in Kenya (IIW-BEK) programme, a five-year gender equality and economic inclusion initiative (2022-2027) operating in the Lake Victoria and Indian Ocean regions. Component A is an Outcome Harvesting exercise: a participatory, utilization-focused process to identify, describe, and substantiate intended and unintended outcomes the programme has contributed to since inception, covering changes in behaviour, relationships, actions, and policies among women entrepreneurs, gender champions, financial service providers, private sector actors, and government officials. Component B is an independent, theory-based End of Programme (Endline) Evaluation assessing overall performance against the OECD-DAC criteria (relevance, coherence, effectiveness, efficiency, impact, sustainability) through a gender equality and social inclusion (GESI) lens consistent with GAC's Feminist International Assistance Policy. The evaluation will triangulate the baseline, mid-term review, PMF data, annual results reports, and harvested outcomes, and generate primary evidence as needed. The consultant(s) will design the harvest with intended users, review documentation, engage change agents and informants, substantiate outcomes, analyze patterns of contribution, and produce an integrated methodology and fieldwork plan covering both components, culminating in an evaluation matrix, findings, lessons, and recommendations for future gender-responsive, private sector development programming in the blue economy.
