We are looking for an experienced Senior Disaster Management and Training Expert to strengthen local disaster preparedness, coordination, and response capacity in Bhutan. The expert will work closely with Dzongkhag Disaster Management Committees and Teams to assess capacities, update contingency planning, and deliver practical, field-based training and simulation exercises. The role also includes regional training for neighbouring Dzongkhags and a national Training of Trainers workshop for first responders. Responsibilities include reviewing relevant legislation and the Disaster Management Contingency Plan (DMCP); assessing DDMC/DDMT capacity and training needs; facilitating participatory risk and coordination assessments; designing and delivering training for DDMC/DDMT members; supporting preparation of a model DMCP; designing and facilitating a field tabletop simulation; delivering regional training for six neighbouring Dzongkhags; delivering a national Train the Trainer workshop for first responders; and preparing a final report, policy brief and communication materials. Requirements: a Master's degree in Disaster Management, Emergency Management, Climate Change Adaptation, Environmental Management, Geography or a related field; at least 10 years of professional experience in disaster management including in developing countries; demonstrated experience designing and delivering training courses; at least 3 years of rural field-based disaster management work with local communities; at least 5 years of professional experience in SAARC countries (Bhutan experience preferred); English proficiency at minimum C2 level; and strong facilitation, communication and interpersonal skills. Expected duration: October 2026 to March 2027, fee-based, 40 days, based in Thimphu with travel to selected Dzongkhags.
