Based in Salalah, Dhofar Governorate, Oman, the Technical Lead Economist – Livestock and Agri Value Chain Development is the ARISE Program's senior technical and economic authority on livestock systems, agropastoral practices, and agricultural value chains, leading a small multidisciplinary technical team within the Program Implementation Unit covering infrastructure investment, bioeconomy, livestock husbandry, water resource management, and green cities/SSEZs development. The role provides technical leadership and rigorous economic analysis to ensure ARISE Program interventions are technically sound, economically viable, and deliver measurable benefits for rural livelihoods, land restoration, and green job creation. Responsibilities include leading design, planning, and implementation of livestock and agri value chain interventions; performing economic analyses such as value chain analysis, market assessments, and livelihood/economic impact assessments; providing technical inputs for the PES mechanism design including opportunity cost and willingness-to-pay analysis; developing technical guidelines and tools for sustainable livestock and agropastoral management; engaging private sector actors, cooperatives, and government institutions; overseeing work plans, budgets, and M&E frameworks; and managing and mentoring a multidisciplinary technical team. Requirements: Master's degree in agricultural economics, livestock/animal science, natural resource economics, development economics, or related field; at least 8-10 years of progressively responsible experience in livestock systems, agropastoral development, agricultural value chains, or rural/agricultural economics including technical leadership; demonstrated experience supervising multidisciplinary teams and conducting economic analyses; experience designing livestock or agropastoral development programs, ideally in dryland/arid, Middle East/GCC contexts; experience engaging private sector and government stakeholders; familiarity with Payment for Ecosystem Services, sustainable rangeland management, or climate-smart agriculture is desirable; Arabic fluency is an asset. Contract is for 24 months, renewable, with international salary scale (Grade G10), 27 days annual leave, flexible work arrangements, and private health insurance.
