NRC Syria is looking for a Shelter Project Manager to join the Northwest Area Office. The role holder will be responsible for planning and implementing a high-quality shelter programme spanning emergency responses—such as provision of shelter/winterization kits—and transitional or permanent solutions, including housing rehabilitation and public buildings, to support the transition toward self-reliance and durable solutions. This will be achieved through mixed modalities and strong integration with other Core Competencies. The post holder will draw on existing knowledge and expertise from past and ongoing shelter programming in Syria to ensure effective delivery of shelter interventions at household or community level, and will manage the overall NRC shelter portfolio and staffing at Area Office level while contributing to broader country-level programme development in collaboration with the Shelter Specialist.

Main responsibilities include programme development; project cycle management and implementation; logistics, finance and human resource management; and coordination and representation.

Requirements: minimum 3 years of experience in a senior-level project implementation position managing a shelter programme in a humanitarian/recovery context; bachelor's degree in a related technical field (e.g. civil engineering), master's an added value; technical shelter expertise in construction/rehabilitation/engineering of public buildings and apartment rehabilitation; experience with cash for shelter (cash for rent, repair, construction) and market-based approaches; experience working in Northwest Syria (Idlib/Aleppo) or similar hard-to-reach areas; demonstrated understanding of project cycle management and team leadership; experience applying Sphere Standards and other humanitarian frameworks; knowledge of area-based and market-based programming; excellent communication, presentation and interpersonal skills for engaging donors, governments and partners; knowledge of climate-resilient shelter infrastructure and disaster risk preparedness. Experience in cost recovery systems and governance models for sustainable shelter programming is an advantage.

Duty station: Sarmada, Syria. Contract: fixed term. Travel: 30-40% within areas of operation. Salary/benefits: Grade 8 on NRC's national salary scale. Applicants must be legally eligible to work in Syria; work permits or visa sponsorship cannot be provided.
