The Consortium of Particip GmbH / NTT DATA Belgique SRL / NTT DATA Spain SLU has been contracted to implement the project "Support for programme management and implementation of information systems for external relation DGs" (Service Contract N° EC-INTPA/2025/EA-RP/0133). The overall objective of the contract is to deliver and make operational required information systems addressing gaps, supporting DG INTPA, DG ENEST, DG MENA, FPI and EC strategies, as well as engaging in a business transformation starting with the harmonisation/simplification of business processes. The assignment relates to Business Management and Horizontal issues, contributing to Specific Objective 1: providing support to the business owner in line with Commission PM2 standards for business management (requirements, tests, process management), project management, change management, and provision of ad hoc long-term and short-term expertise.
The non-key expert will support the Strategy Team and contribute to: designing, testing, refining and maintaining prompts, prompt libraries, templates and prompt chains for generative AI tools; translating business or operational needs into prompt-based workflows, including defining use cases, expected outputs, guardrails and human review points; evaluating AI outputs for relevance, consistency, completeness, bias, hallucination risk and usability; collaborating with subject-matter experts, digital teams and service providers to improve output quality and contextual accuracy; preparing user guidance, standard operating procedures, prompt documentation and training materials; supporting the rollout of AI-enabled solutions through testing, feedback collection, user support and continuous improvement; contributing to responsible AI governance by embedding safeguards on privacy, confidentiality, transparency, safety and human oversight; monitoring developments in generative AI, prompt engineering methods and relevant EU digital and AI policy frameworks; maintaining and updating the AI website and communication channels; and coordinating closely with Team Leaders within the Sector.
Qualifications and skills: Minimum EQF/ISCED level 7 (master level or equivalent) in a field linked to the assignment, OR EQF/ISCED level 6 (bachelor level) in the same field plus at least four years (880 FTE) of equivalent professional experience in addition to the general professional experience requirement. Fluency in English (C1 level) in oral and written communication and comprehension; fluency in French is an asset.
General professional experience: at least 4 years (880 FTE) of professional experience in a field linked to the assignment; previous experience in international cooperation is an asset; proven experience in operations is an asset.
Specific professional experience: proven experience in prompt design, testing and optimisation for large language models and generative AI systems; experience designing AI-assisted workflows for drafting, summarisation, question-answering, document analysis or knowledge retrieval; understanding of responsible and human-centric AI principles including transparency, safety, non-discrimination, privacy and respect for fundamental rights; familiarity with data governance, confidentiality requirements and secure handling of sensitive information; experience evaluating AI performance through structured testing, benchmarking and iterative refinement; ability to work in institutional, public-sector, donor-funded or regulated environments where traceability and accountability are important; experience in capacity building, user training or supporting organisational uptake of digital tools is highly desirable. Prompt engineering certifications such as Google Cloud Professional Machine Learning Engineer, AWS Machine Learning Specialty, DeepLearning.AI Generative AI with LLMs, Databricks Generative AI Engineer Associate, Microsoft Azure AI Engineer Associate, or equivalent are required.
