Particip GmbH is preparing a proposal for the upcoming EU-funded Cooperation Facility for Myanmar – Technical Assistance. The Facility will provide flexible, demand-driven technical assistance to support the European Union Delegation in Myanmar in the preparation, implementation, monitoring and evaluation of EU cooperation programmes. Activities are expected to include project formulation, studies, research, evaluations, stakeholder engagement, monitoring, events, technical assistance and expert mobilisation across the EU's cooperation priorities: Peace and Governance; Education and Human Development; Sustainable Livelihoods and Green Growth. The programme places strong emphasis on conflict sensitivity, adaptive management, civil society engagement, gender equality, human rights and flexible implementation modalities.

The Facility Manager / Team Leader is expected to: lead the overall operational and technical management of the Cooperation Facility; act as the main interface with the EU Delegation and coordinate closely with Particip's project management and backstopping team; support the preparation of Terms of Reference for individual assignments and translate EU Delegation needs into clearly defined technical activities; coordinate the identification, mobilisation and supervision of national and international Non-Key Experts; ensure rapid and high-quality delivery of short-term technical assistance assignments; oversee preparation of technical and financial proposals for individual activities; monitor implementation, quality and timeliness of assignments and deliverables; support project formulation, implementation, monitoring, evaluation and third-party monitoring activities; contribute to studies, research, stakeholder consultations and workshops; ensure systematic integration of conflict sensitivity, gender equality, human rights-based approaches and inclusion; maintain effective coordination with civil society organisations, INGOs and international organisations; ensure knowledge management, lessons learned and quality assurance; and support regular technical reporting and monitoring of the Facility.

Requirements: a Master's degree in international development, public administration, international relations, political science, development studies, economics or another relevant discipline; preferably 10 years or more of professional experience in international cooperation; substantial experience managing complex technical assistance projects or facilities involving multiple short-term experts and stakeholders; experience managing multidisciplinary teams of international and national experts; strong knowledge of EU external cooperation, project cycle management and EU-funded technical assistance; practical experience with project identification, formulation, implementation, monitoring and evaluation; experience drafting Terms of Reference and overseeing short-term technical assignments; strong experience engaging with EU Delegations, development partners and civil society; proven ability to work in politically sensitive, fragile or conflict-affected environments; professional experience in Myanmar highly desirable; experience in Southeast Asia and/or comparable fragile contexts an asset; familiarity with peace and governance, civil society and localisation, education and human development, livelihoods and green growth, monitoring/evaluation and third-party monitoring, or gender equality and human rights particularly valuable; excellent written and spoken English; strong communication, facilitation, analytical and report-writing skills; Burmese/Myanmar language skills an asset.

Additional information: Location Myanmar / Remote with travel; duration approximately 36 months; part-time (subject to final ToR); subject to contract award. Job type: long-term. Job status: prequalification.
