Location: Juba, South Sudan
The Programme Quality Coordinator provides specialist technical support and coordination for programme quality and Monitoring, Evaluation, Accountability and Learning (MEAL) across CAFOD & Trocaire in Partnership (CTP) South Sudan. Reporting to the Head of Programmes, the role works with programme teams, partners and technical advisers to support programmes meeting organisational quality standards, donor requirements and agreed frameworks. The post holder strengthens community accountability, generates credible evidence, promotes learning and supports use of monitoring findings in programme decisions and design. Key responsibilities include coordinating MEAL systems and quality standards, providing technical support for programme design, coordinating assessments and evaluations, ensuring data quality, supporting SADI and accountability to affected people, strengthening partner feedback mechanisms, promoting community participation, supporting learning and reporting, and strengthening partner MEAL capacity. Essential requirements: a degree in monitoring and evaluation, statistics, economics, development studies or related field with relevant MEAL certification; at least five years of relevant experience in programme quality, MEAL or programme management including supervising staff; strong track record with results-based MEAL systems; experience with quantitative/qualitative assessment methodologies; strong working knowledge of KoboToolbox, CommCare and Excel; substantial experience supporting partner-delivered programmes in conflict-affected settings; sound knowledge of accountability, Core Humanitarian Standard, safeguarding, protection, gender and disability inclusion; strong written and spoken English; and willingness to travel regularly within South Sudan including to insecure environments. Contract is one year, subject to funding availability, with approximately 12 weeks travel per year within South Sudan.
