Senior Grants Manager (National)

Location: Damascus, Syria

The Syria Education Programme II (SEP II), funded by the UK's FCDO and running until 2027, provides primary school children with access to quality, inclusive and sustainable education in conflict-affected areas of Northwest Syria. The Senior Grants Manager will lead SEP II's grant portfolio, ensuring strategic alignment, compliance and impact across a multi-million-pound portfolio, providing leadership in strategic grant design and implementation, financial oversight, stakeholder engagement, partner performance and capacity building.

Responsibilities include leading the grants portfolio (design, selection, contracting, implementation, monitoring, closure) in compliance with FCDO and Chemonics policies; shaping grants management strategies; coordinating with programme, field, grants and compliance teams; serving as main point of contact for funders and partners; leading financial management and reporting of the grants portfolio; ensuring compliance with FCDO regulations and conducting due diligence and risk management; line managing Grants Managers and Officers; designing and implementing partner performance management; and ensuring high-quality narrative and financial reporting from grantees.

Qualifications: Bachelor's degree in a relevant field (international development, public administration, finance); Master's degree preferred; 5+ years managing large-scale grants including donor-funded programmes; strong understanding of grants management processes and donor regulations; knowledge of the Syrian context, previous experience in Syria strongly preferred; experience in strategic planning, budgeting and team leadership; familiarity with FCDO or institutional donor regulations preferred; professional proficiency in English and Arabic required.
