NRC implements Shelter and Settlement activities in Ukraine to assist people affected by the ongoing humanitarian crisis. The Shelter & Settlement Technical Assistant supports field implementation of shelter rehabilitation and emergency repairs related activities in Sumska and Kharkiv Oblasts. Working under the supervision of the Shelter/Settlement Project Coordinator, the position assists with community engagement, beneficiary support, field assessments, and daily project implementation in line with NRC procedures and humanitarian standards. The role supports day-to-day implementation of Shelter activities in urban and rural settings, including Shelter first-line response, water supply, sanitation, hygiene, energy-related construction and infrastructure support.

Responsibilities: Implement assigned daily programmatic tasks and activities as assigned by the Project Coordinator / Technical Officer; comply with NRC programme strategy, tools, guidelines and standards; promote and share ideas for improvement and necessary changes in project activities; collaborate with relevant local authorities and stakeholders at field level (local authorities, other humanitarian organizations, volunteer groups); adhere to NRC policies, guidelines and procedures; assist with implementation of the support function portfolio according to the plan of action; prepare and develop status reports as required by management; ensure proper filing of documents; contribute to identification of protection risks and needs; promote the rights of IDPs in line with NRC's advocacy strategy. Specific duties include participating in needs assessments to identify potential beneficiaries of NRC's Shelter/Settlement activities, ensuring proper sensitisation of the community about planned activities, providing regular suggestions on programme improvements and progress reports to the Shelter/WASH Technical Officer and Project Coordinator, cooperating closely with other departments for coherent integrated programming in target areas in Ukraine, liaising at field level with local government, stakeholders and communities to obtain required permissions for day-to-day project implementation, and ensuring team abidance by NRC's compliance rules and regulations.

Qualifications: Political and cultural awareness and good understanding of the current crisis in Ukraine; previous experience in a humanitarian/early recovery setting is an advantage; diplomatic and respectful communication; ability to work under pressure in compliance with basic security rules; highest standards of ethics and integrity; previous experience from working in complex and volatile contexts; fluency in Ukrainian and Russian essential; basic English proficiency an advantage; willingness to work in demanding, stressful situations with respect for basic security rules. Behavioural competencies: planning and delivering results, working with people, communicating with impact and respect, handling insecure environments. Job Schedule: Full time.
