Overview: Led by World Vision US, Transforming Household Resilience in Vulnerable Environments (THRIVE) 2030 is an eight-year economic empowerment business plan to build resilient and sustainable livelihoods and enable parents and caregivers to adequately support their children by 2030. The programme operates in 11 countries across Africa, Asia and Latin America, aiming to reach 10 million people in 2 million households, particularly those living in extreme poverty or facing food insecurity, poor healthcare access and limited educational opportunities. Everyone THRIVE Ghana works with national and county governments, private partners, financial service providers and local World Vision offices across 14 THRIVE Area Programs in rural and peri-urban areas, including arid and semi-arid regions. Abt Global conducted a baseline household survey in 2024 and is conducting a mid-term evaluation in 2026 to assess progress and emerging results two years after programme start.

Purpose: The consultancy supports the qualitative component of the Ghana THRIVE 2030 Mid-Term Evaluation by facilitating household-level Focus Group Discussions (FGDs) with THRIVE participants in selected Area Programs and Key Informant Interviews (KIIs) with programme staff. The qualitative research explores pathways of change and perceived outcomes, assesses implementation fidelity, successes and challenges, and captures diverse participant experiences including those of marginalized groups.

Scope of work: (1) Preparation and training — participate in evaluation orientation, review the evaluation protocol, interview guides, consent forms and sampling strategy, provide input on contextual appropriateness of tools, translate and back-translate FGD/KII tools, pilot-test guides. (2) Qualitative data collection — conduct 14 KIIs and facilitate 6 FGDs in up to three selected Area Programs (e.g. Bodi, Bulsa Cluster, East Gonja, Kassena Nankana, Kpandai, Wa East, Wa West, West Gonja, Zabzugu), ensuring informed consent, confidentiality and ethical research practice, and coordinating field logistics. (3) Data management support — high-quality audio recording, detailed notes, timely translation and transcription from local languages to English (within 10 days of interview), transcript review, and secure labelling and transfer of data to Abt Global. (4) Reporting — participate in qualitative debriefs and provide written inputs or summaries for the mid-term evaluation report.

Deliverables include a qualitative data collection implementation plan, completed FGDs and KIIs, verified transcripts and audio recordings, short field debrief notes, and participation in evaluation meetings. Level of effort is approximately 18-22 consultant days over a 3-4 week period in January 2027.

Qualifications: Bachelor's degree; minimum 5-7 years conducting qualitative research in development, livelihoods, financial inclusion or resilience programming; demonstrated experience facilitating FGDs and individual interviews in rural and peri-urban Ghana; prior experience with international NGOs, evaluation firms or donor-funded programmes preferred; familiarity with participatory qualitative methods and ethical research standards. Strong qualitative facilitation and interviewing skills, experience with vulnerable and marginalized populations, accurate documentation, translation and transcription, and strong organizational skills. Fluency in English required; fluency in at least one relevant Ghanaian local language (e.g. Dagbani, Dagaare, Kasem, Frafra, Gonja) strongly preferred. Willingness to travel to rural and peri-urban areas within Ghana and commitment to safeguarding, confidentiality and ethical research practices.
