The OPCW's mission is to implement the provisions of the Chemical Weapons Convention to achieve a world free of chemical weapons in which chemistry is used for peace, progress, and prosperity, contributing to international security and stability, disarmament, and global economic development. The Office of Confidentiality and Security (OCS) sets the framework, guidelines and measures that guarantee the OPCW confidentiality regime, the operational security of the Secretariat's assets, the security of its electronic systems, and the safeguarding of classified material.
Under the direct supervision of the Head, Confidentiality and Information Security (H/CIS), the Information Security Officer contributes to the implementation, monitoring and assurance of the OPCW information security programme through governance, policy, risk assessment, compliance monitoring, access control review, incident response, investigations, resilience and security testing. Main responsibilities include: coordinating all aspects of the information security programme and ICT security measures to preserve confidentiality, integrity and availability of OPCW information; serving as focal point for information security programmes and projects; developing, reviewing and enforcing policies, procedures, standards and guidelines; conducting security audits of ICT service providers and the supply chain; performing security risk, vulnerability and control assessments and recommending mitigation; monitoring emerging threats and advising on applicable controls; conducting security monitoring, incident response, preliminary enquiries, investigations and digital evidence handling; monitoring user access across networks; leading digital forensic and investigation activities; preparing briefings for senior management; supporting business continuity, disaster recovery and resilience activities; and planning and performing vulnerability and security testing including penetration testing, compliance audits and table-top exercises. Serves as Acting H/CIS when required.
Qualifications: Advanced university degree in information security, cybersecurity, computer science or a related field (a first-level degree plus minimum 7 years qualifying experience may be accepted in lieu). At least one relevant industry certification (e.g. GCIH, GCIA, SSCP); additional certifications (GCFA, GNFA, CCSP) desirable. Minimum of 5 years of relevant information security experience, including PKI and certificate lifecycle management, Microsoft 365 and cloud security, digital forensics and security monitoring tools, incident response and investigations, security risk assessments, and network/firewall security. Knowledge of NIST and ISO 27001/27002/27005 frameworks, strong analytical and communication skills, discretion and tact, and the ability to work in a multicultural team are required. Fluency in English is essential; a good working knowledge of another official language (Arabic, Chinese, French, Russian, Spanish) is desirable.
Contract: Fixed-term Professional, grade P3, two years with a six-month probationary period. Total estimated monthly remuneration depending on post adjustment and family status: USD 8,728.
