Requisition ID 24519 | Judiciary. Organizational Unit: Chambers, Judiciary. Duty Station: The Hague, Netherlands. Type of Appointment: Established Post (Post Number E-9074). Minimum Net Annual Salary: EUR 131,304.00. For initial appointments, the Court offers a two-year appointment with the possibility of extension (six month probationary period). A roster of suitable candidates may be established.

Organisational Context: Under articles 34(b) and 36(1) of the Rome Statute, the Chambers are composed of 18 judges distributed between three Divisions: Pre-Trial, Trial and Appeals. The Pre-Trial Division handles the pre-trial stage of proceedings; the Trial Division conducts trials through to the reparation phase; the Appeals Division hears final and interlocutory appeals. The position ensures the quality of legal support to Judges and Chambers and facilitates communication and services between the Divisions, Judges, Divisional Legal Advisers and legal and administrative staff. The Head of Chambers' Staff reports to the Presidency or the Chef de Cabinet, as delegated.

Duties and Responsibilities: Coordinate the legal and administrative work carried out by staff of the Judiciary assigned to different Divisions and ensure its quality; provide high-level legal advice to Chambers and Judges; conduct periodic Chambers-wide reviews of staffing levels and recommend on recruitment needs and staff performance evaluation; undertake and oversee timely recruitment and allocation of Chambers legal and administrative staff; manage common processes and projects such as a common research platform of jurisprudence; establish and manage internal working groups on disclosure of evidence, redaction and protective measures, victim participation and detention matters; conduct training needs analyses and organise training for Chambers' staff; reinforce Divisional Legal Advisers; and undertake other tasks assigned by the Presidency.

Essential Qualifications: Advanced university degree in law with specialisation in international criminal law, international law, criminal law or another relevant legal field (a first-level degree plus two additional years of qualifying experience accepted in lieu). A minimum of ten years (twelve with a first-level degree) of relevant work experience, including demonstrated experience in judicial institutions at national or international level and demonstrated managerial and coordination experience in an organisational judicial context. Strong human resources management and coordination skills, strong advisory skills in international criminal law, excellent written and oral communication, strategic planning, negotiation, team-building and organisational skills. Proficiency in one of the working languages of the Court (English or French) is required, with working knowledge of the other essential; knowledge of Arabic, Chinese, Russian or Spanish is an asset. Candidates appointed at P-5 grade are subject to a maximum aggregate length of service of seven years under the Court's tenure policy.
