Particip GmbH is preparing a proposal for the GIZ-funded Revenue Sector Reform for Sustainable Development (RSRSD) project in Nepal. The project supports Nepal's Ministry of Finance and Inland Revenue Department in strengthening revenue policy, modernising tax administration, accelerating digital transformation and improving taxpayer services. Technical assistance will be delivered through demand-driven short-term expert assignments covering domestic resource mobilisation (DRM), public financial management (PFM), digitalisation and institutional capacity development.
Particip is establishing a national pool of experienced Nepalese experts to provide short-term technical assistance across the project's priority areas. Experts may contribute to technical advisory services, policy support, institutional strengthening, capacity development, training delivery, analytical studies and stakeholder engagement. Experts are particularly sought in the following DRM and PFM sub-fields: Tax Administration (tax administration reform, tax audits, taxpayer services, compliance improvement and change management); Tax Law & Policy (tax legislation, tax policy reform and international taxation); Public Financial Management (revenue forecasting, public finance reforms and broader PFM systems); and Digitalisation of Government Services (digital government systems, e-taxation, digital transformation and ICT solutions supporting public administration). Assignments may include developing technical guidance, supporting institutional reforms, delivering training programmes, preparing studies and contributing to digital transformation initiatives.
Requirements: Applicants should preferably have a Master's degree in ICT, law, taxation, accounting, economics, management, public finance or another relevant discipline; at least 10 years of professional experience in public sector advisory services and/or capacity development; at least 10 years of professional experience in one of the DRM/PFM sub-fields listed above; at least 10 years of professional experience in Nepal; and excellent written and spoken English (C2). Experience working with government institutions is highly desirable, and previous experience on donor-funded technical assistance projects is an asset.
