Fundraising Consultant for Indonesia NPAP Sustain Phase - Ocean and Plastic Waste Program. This is a hybrid position requiring 8 days per month in the office, based in the WRI Indonesia office in Jakarta. Existing work authorization is required at the time of application submission; WRI is unable to sponsor visa work sponsorship for this position. Contract duration: 15 September 2026 - 31 March 2027, daily-rate consultant with a maximum of 20 working days per month.
Program Overview: WRI Indonesia hosts the secretariat of Indonesia's National Plastic Action Partnership (NPAP), part of the Global Plastic Action Partnership (GPAP) initiated by the World Economic Forum, a neutral platform coordinating public-private partnerships working to free the world from plastic waste and pollution, particularly plastic pollution of rivers, deltas and the ocean. The Government of Indonesia has committed to reduce plastics pollution to the ocean and manage solid waste by 100% in 2029.
Role: The Fundraising Consultant will support WRI Indonesia as the NPAP secretariat in developing and executing a fundraising strategy for the NPAP Sustain Phase, working closely with the Indonesia NPAP Secretariat, GPAP, the NPAP Co-Chairs and Steering Board to assess and co-design potential governance, institutional, operational and financing scenarios. Work focuses on securing funds for the continuation and expansion of NPAP in 2027-2028, and on establishing operational mechanisms able to accommodate multiple donors, including a multi-donor funding scheme. Reports to the Indonesia NPAP Community Coordinator; travel required as needed.
What You Will Do: Fundraising, research and proposal development (70%) - conduct research and desk study on fundraising activities, funding mechanisms and the donor landscape; develop a comprehensive fundraising strategy and a database of potential donors; provide fundraising advisory and develop funding proposals (including EPR, reuse/refill, solid waste management, decarbonization and innovative financing); develop the NPAP Sustain Phase strategy with institutional, governance, operational and financing options and present it to the Co-Chairs and Steering Board; develop the NPAP administrative and governance structure and required governance instruments; develop operational mechanisms to accommodate different donor funding mechanisms; identify synergies across WRI Indonesia's plastics and circular economy portfolio for co-funding. Coordination and implementation support (10%) - coordinate meetings with potential donors and the NPAP community, support follow-up of fundraising activity, consolidate and analyze stakeholder inputs. Engagement (20%) - lead stakeholder engagement with government counterparts, private sector, development partners and funding institutions, and lead presentation of fundraising proposals to potential donors.
Deliverables include the NPAP Sustain Phase Strategy, the NPAP administrative and governance framework (including a draft Ministerial Decree / Surat Keputusan), identified funding opportunities, donor engagement meetings, and high-quality funding proposals and concept notes.
What You Will Need: Bachelor's degree in environmental management, business, development studies, international relations or other relevant field; minimum 5 years of relevant experience in external fundraising and resource mobilization, preferably with a large international organization (prior environmental project engagement in climate/oceans/cities/forests/energy desirable); proven track record of successful grant acquisition from foundations, bilateral/multilateral donors, foreign governments, development partners or other institutional funders; experience developing concept notes, project proposals and donor-facing materials; experience supporting fundraising strategy development; good understanding of donor priorities, funding mechanisms and partnership models; familiarity with the Indonesian environmental landscape; basic understanding of Theory of Change, Logical Framework and MEL; strong interpersonal and collaborative skills; good communication and presentation skills in Bahasa Indonesia or English; proactive, strategic and results-oriented; willingness to travel; legally able to work in Indonesia. Preferred: passion for plastic waste, ocean and environmental management issues, experience with multistakeholder platforms, and ability to design presentations/decks.
