The MEAL Officer is responsible for supporting the implementation of the Monitoring, Evaluation, Accountability, and Learning (MEAL) framework in Lebanon. This includes ensuring effective data systems, quality monitoring, learning, and accountability mechanisms across projects and partnerships. The MEAL Officer contributes to improving programme quality, evidence-based decision-making, and organisational learning. The post reports to the MEAL Manager and is a member of the MEAL Team, working closely with the Programmes Team, Global MEAL and Accountability departments, technical staff, and partner organisations.

Key responsibilities:
1. MEAL Systems Development and Management - support the design, piloting, and implementation of MEAL tools, templates, and systems across all projects; maintain reliable and user-friendly MEAL databases and indicator tracking systems; ensure data quality, accuracy, completeness, and security; conduct data analysis and produce dashboards, summaries and reports; provide technical support to partners and project teams.
2. Monitoring, Evaluation, and Reporting - support project teams in data collection, verification and reporting aligned with donor and organisational standards; conduct field monitoring visits; contribute to project evaluations and assessments; translate findings into actionable recommendations.
3. Accountability - ensure Core Humanitarian Standard (CHS) commitments are mainstreamed; support the design, rollout and management of Feedback and Complaints Response Mechanisms (FCRM) with the Safeguarding Focal Point; analyse and report community feedback trends.
4. Learning and Knowledge Management - facilitate learning and reflection sessions with staff and partners; document lessons learned and best practices; promote use of MEAL findings for continuous programme improvement.
5. Capacity Strengthening - assess MEAL and accountability capacity needs; design and deliver trainings, coaching and mentoring; support partner MEAL focal points.
6. Coordination and Communication - ensure effective collaboration with project teams, partners and stakeholders and regularly share MEAL findings and recommendations.

Requirements: Bachelor's degree (Master's an asset) in Social Sciences, Development Studies, Research, Economics, Statistics, Public Health or a related field; minimum 3 years of MEAL experience in the humanitarian or development sector; proven experience in data systems management, accountability mechanisms and learning facilitation; experience working with local/national partners and in complex or conflict-affected contexts (preferably Lebanon); sound knowledge of MEAL methodologies, tools and standards including CHS and Sphere; experience in at least two of Education, Child Protection, and Mental Health & Psychosocial Support; strong analytical and problem-solving skills; excellent written and verbal English, Arabic proficiency a strong asset; good facilitation and training skills.

What we offer: Location Lebanon (Beirut or Tripoli office); full-time, fixed-term local contract with salary and secondary labour conditions based on the in-country salary scale.
