TEAM/PROGRAMME: Health Team. LOCATION: Cairo, Maadi. GRADE: 4 (Competitive package). CONTRACT LENGTH: Pending Donor Approval. CHILD SAFEGUARDING Level 3: the post holder will have contact with children and/or young people either frequently or intensively.
ROLE PURPOSE: The Health Information Officer will lead on all the health information systems of the health programme. Medical data will play the key role in monitoring all project activities, evaluation of health outcomes, implementation progress and work plan, and achieving project objectives. S/he will support decision making by providing data analysis results to the programme manager, timely reporting on all project activities, including elective and emergency services, and will participate in monitoring and assessing the quality of health care services provided when needed. In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and vary working hours accordingly.

KEY AREAS OF ACCOUNTABILITY: Design and create reporting formats, line lists, databases and dashboards for all health project data and information, including primary and secondary medical referral cases, fulfilling donor requirements in the monitoring and evaluation plan; collect, verify, enter and analyse data including health outcomes, medical interventions and cost/benefit analysis; prepare monthly, quarterly and annual reports; save and document all data and reports on SCI SharePoint; assist the health team by correcting data errors and guiding accurate submissions; support the MEAL team on programme learning processes and lessons-learnt workshops; ensure regular use, reporting and action tracking on the project's quality benchmarks; contribute to accessible and inclusive feedback and reporting mechanisms for beneficiaries; participate in provider assessments; respond to deviations and prepare deviation reports; conduct audit visits to assure compliance with project guidance and SOPs; hold regular meetings to present health analysis; ensure timely reporting on the project IPTT and donor indicators; and support quality budget phasing, monitoring and utilisation including cost/benefit assessment for admitted/hospitalised cases.
QUALIFICATIONS: Bachelor's degree in a health-related field (medical or paramedical background preferred); postgraduate certificate or degree in public health/statistics preferred.
EXPERIENCE AND SKILLS: Minimum 3–5 years of relevant professional experience in health information systems, data management, monitoring and evaluation or a related field, preferably with a UN agency or INGO; previous experience with health projects, humanitarian programmes or vulnerable group responses highly desirable; proven experience in data collection, management, validation, analysis and reporting with strong attention to data quality; experience using statistical and data analysis software and digital data management platforms; ability to develop and maintain data tracking tools, dashboards, databases and routine programme reports; good understanding of health indicators and data quality assurance; strong analytical and problem-solving skills; excellent computer skills, particularly Microsoft Excel; strong interpersonal, communication, coordination and teamwork skills; strong government relations, networking and stakeholder coordination skills; fluency in English; knowledge of child safeguarding principles and humanitarian standards an advantage.
