Position Title: Monitoring, Evaluation and Learning (MEL) Officer. Location: Kigali, Rwanda. Reports to: MEL & Data Compliance Manager. Contract Term: Annual with option for renewal. Salary Level: (USD) $36,000 - $48,000 per annum. Expected start date: as soon as possible at the conclusion of the recruitment process.

BACKGROUND: WUSC is a Canadian global development organization working to catalyze positive education and economic outcomes for young people, operating in 28 countries across Africa, Asia, the Middle East, Latin America and the Caribbean, as well as Canada, with an annual budget of approximately CAD $65 million. WUSC is recruiting a MEL Officer to support delivery of a five-year multi-country project (Pathways to Scale) supporting the growth of women-led enterprises, particularly those led by young rural women. Funded by Mastercard Foundation, the project combines targeted business development services and access to finance to support sustainable growth of women-led MSMEs, and is implemented in Ethiopia, Rwanda, Ghana and Nigeria with local partners and access-to-finance partner Seedstars.

RESPONSIBILITIES: Implement and contribute to regular updates of the project MEL Plan in line with Results-Based Management principles; carry out MEL tasks including planning, coordination of monitoring and data collection, and staff training; strengthen partner capacity in MEL and data compliance; create, review, deploy and update MEL tools to track activities and support evidence-based reporting and adaptive learning; support data protection measures ensuring legal compliance and strong privacy protocols; conduct data quality checks on the MEL database management system; maintain accurate and secure MEL files; support qualitative data collection for lessons learnt, case studies and stories of change; share timely MEL data to feed reporting cycles including the annual narrative report; work with the Communications specialist to produce knowledge products; respond to information requests from WUSC and Mastercard Foundation staff and partners. Promote an organizational culture advancing gender equality and a working environment free from sexual exploitation, abuse and harassment (SEAH), consistent with WUSC safeguarding policies.

QUALIFICATIONS: Bachelor's or Master's degree in social sciences, statistics or a related field. Minimum five years of experience developing and implementing monitoring and evaluation systems and plans, especially for women's economic empowerment projects/programmes. Experience designing and managing database systems such as Salesforce and other data analysis software (required); familiarity with Google Workspace an advantage. Experience with international development partners, INGOs and donors; experience with RBM concepts; both quantitative and qualitative data collection and analysis; experience working with ethnically diverse communities and gender mainstreaming strategies. Excellent written and verbal communication in English; working knowledge of French, Kinyarwanda or Swahili an advantage.
