TEAM/PROGRAMME: Humanitarian Response. Location: Borno, Nigeria. Grade 4. Contract length: 1 year (Permanent, Full-time). Child Safeguarding Level 3: the post holder will have contact with children and/or young people either frequently or intensively because they work in or visit country programmes, or because they are responsible for implementing the police checking/vetting process for staff.
ROLE PURPOSE: The Supply Chain Officer will be accountable for supply chain operations in the sub-office. Specifically, the post holder is responsible for ensuring timely, cost-effective procurement and delivery of goods and services, warehousing and stock management, and fleet management, in compliance with the Save the Children International Country Manual and donor procurement policies and guidelines. Reports to: Supply Chain Coordinator. No staff reporting to this post.
KEY AREAS OF ACCOUNTABILITY - Procurement: oversee procurement requirements of the Field Office and implement procurement per approved guidelines, procedures and forms (Purchase Requests, Purchase Orders, Goods Received Notes, Service Completion forms); check availability and prices of requested items in the local market and liaise with the country office where procurement is conducted there; prepare a weekly summary of outstanding purchase requisitions showing current status and expected supply dates; prepare monthly summary reports on procurement and logistics support functions, identifying problems and proposing solutions; monitor procurement and logistics costs with the Field Accountant to keep expenditure within approved budgets; oversee arrangements for meetings and conferences; update and manage the field-level procurement and contract trackers. Safeguarding: ensure all procurement, logistics and supply chain activities comply with Save the Children's Safeguarding policies, report concerns promptly, and promote safe practices among suppliers, contractors and service providers. Communication and Security: ensure adherence to field-level communication protocol, maintain communication systems and train staff in their use, report all security incidents in writing in a timely manner, and keep equipment and supplies secure. Coordination and Administration: maintain an updated contact database of INGOs, donors and embassies; develop shared electronic and manual filing systems; keep procurement files organised, accurate and up to date; produce and circulate a weekly procurement tracker; comply with child protection, code of conduct, fraud, health and safety and equal opportunities policies; work closely with finance and administration.
QUALIFICATIONS: A minimum of three years post-NYSC relevant experience in supply, procurement, contracting or other directly related technical fields. A first-level university degree (Bachelor's) in a relevant technical field. Basic people management skills.
EXPERIENCE AND SKILLS (Essential): CIPS qualification an added advantage; proven and significant experience in international procurement and contract management, including reviewing procurement demands and trends and developing strategies to fill gaps; field-level logistics experience with INGOs in international development and emergency programmes; knowledge of key institutional donors and their logistics/procurement compliance requirements; highly developed interpersonal, communication, influencing, negotiation and coaching skills; experience solving complex issues through analysis and securing buy-in; commitment to Save the Children values; ability and willingness to change work practices and hours in major emergencies, including travelling at short notice for extended periods; highly organised with strong administration skills for order and information management and auditable filing systems and databases; high level of computer literacy (Word, Excel, PowerPoint).
