Organizational Setting and Reporting Relationship: The position of Project Analyst is assigned to the Indonesia Resident Mission (IRM) within the Southeast Asia Department (SERD). You will be based at the Resident Mission Office in Jakarta and will report to the designated Technical International and Technical Local Staff. Position Grade: TL3.
Your Role: As a Project Analyst, you will provide support to country operations including portfolio management and administration functions in IRM; provide analytical and implementation support to projects in the assigned sectors; support coordination with relevant government agencies to address project issues; and provide project administration assessments/input and coordination support for project processing in the assigned sectors.
You will:
* Support the project team lead with project administration, including reviewing bid documents, preparing project performance reports, drafting project correspondences, and expediting procurement and contract awards by following up on executing agency (EA) obligations such as submission of project reports and financial statements, ensuring EAs understand and comply with ADB guidelines and loan covenants. Help track project closing dates and seek approvals for extension.
* Help process disbursements by following up with EAs on withdrawal applications, reviewing them for compliance with the loan agreement, and preparing/reviewing data input for the Procurement Contract Summary Sheet (PCSS) to update the Loan and Financial Information System (LFIS).
* Compile data/statistics on contract awards and disbursements for assigned projects; monitor and analyze actual awards and disbursement against targets to identify shortfalls and follow up with EAs. Ensure project-related data integrity in eOps and SovOps.
* Be the first line of information for IRM in handling requests for data and status reports from government agencies on ADB-assisted projects, including the BAPPENAS/Ministry of Finance-led Quarterly Management Meetings (QMM), and participate in the QMM and other meetings as needed.
* Participate in missions (launch, review, mid-term, project completion report) and help provide input to memoranda of understanding / Aide Memoire, suggesting actions to improve project performance.
* Coordinate and provide input to the country operations team's monitoring and reporting, alerting the team to key project issues and risks.
* Help the country operations team and thematic groups develop and implement capacity development activities for agencies implementing ADB-financed projects.
Qualifications: Bachelor's degree in a relevant discipline (e.g., economics, social development, engineering, or related field); at least 5 years of relevant work experience including related experience in international agencies; knowledge of the operational processes of a multilateral development bank; experience supporting implementation and monitoring of projects preferably funded by a multilateral development bank, collecting and organizing project information and analysis for project reports and briefs, and preparing notes and correspondence for government and other external stakeholders; experience engaging and collaborating with government and other partners.
