Organizational Setting and Reporting Relationship: The position of Project Officer is assigned to the Water and Urban Development Sector Office (SD2-WUD) within Sector Department 2 (SD2). The role is based at ADB's Bangladesh Resident Mission in Dhaka, Bangladesh. The Project Officer reports to the Country Director, BRM, and the Director, Water and Urban Development. Position Grade: TL5.
Your Role: As Project Officer, you will contribute to sector diagnostics, project and program design, portfolio management, project administration, and project processing activities related to loans, grants, and TA projects, as well as knowledge management.
You will:
- Contribute to sector diagnostics and country programming and portfolio management by assessing performance and consolidating data to help design sector programs and projects, supporting project and program design, developing and maintaining a database of key performance indicators and project administration issues and actions, preparing or clearing consolidated and analytical portfolio management reports, and ensuring timely action by technical international and local staff.
- Participate in country portfolio review missions, project processing missions, and tripartite portfolio review meetings; review mission reports, aide memoires, back-to-office reports, progress reports, and project performance indexes, and contribute to addressing project administration red flags for timely corrective action.
- Monitor and review the accuracy and consistency of data to ensure the quality of individual Project Performance Reports; analyze projections and performance on contract awards/disbursement and completion report programs, and recommend actions to achieve targets.
- Review and ensure the quality of loan, grant, and/or TA processing and administration documents in line with ADB requirements, templates, and guidelines.
- Coordinate and provide inputs to sector office initiatives in project administration to improve portfolio outcomes, and ensure compliance with the no-objection procedure checklist for loans, grants, guarantees, MFF, policy-based lending, and results-based lending.
- Lead or contribute to project administration tasks for assigned loans and TAs, especially procurement, and guide executing/implementing agencies on ADB's procurement guidelines and policies.
- Follow up on contract awards and disbursements, including pending financial management reports and safeguard compliance, to sustain high project performance ratings.
- Lead, co-lead, or participate in project inception, review, mid-term review, special loan administration, and project completion review missions.
- Advise project processing staff on Project Concept Notes, Reports and Recommendations of the President, and linked documents, and support project processing missions on implementation arrangements, procurement/disbursement procedures, project management setup, and review of financing plans.
