Oxfam is a global movement of people fighting inequality to end poverty and injustice. Oxfam seeks to contract up to two provincial data collection teams to carry out field-level data collection for the Fostering Inclusive and Sustainable WASH in the Tonle Sap (FOWASH) Project Endline Survey in Cambodia. Each provincial team will comprise 10 people (1 Lead Data Collector and 9 Data Collectors) and will conduct quantitative household surveys and direct physical observations across designated target villages in Siem Reap and Battambang provinces, under the guidance of the Lead Evaluation Consultant, Oxfam, and HURREDO field supervisors.
Background: The FOWASH Project is funded by KOICA, led by Oxfam and implemented by local partner HURREDO with the Ministry of Rural Development and Provincial Departments of Rural Development. Operating across 17 communes in 12 districts, it aims to improve water, sanitation and hygiene for vulnerable communities in the Tonle Sap Biosphere Region. The endline evaluation requires 800 household interviews (400 per province) across 40 target villages.
Scope of work (5-day assignment per province): Day 1 – full-day orientation, questionnaire training, pilot/pre-testing and Kobo Collect setup in the provincial town. Days 2–5 – four consecutive days of household interviews across designated villages and communes, following the sampling and respondent-selection instructions provided, recording responses directly in Kobo Collect, targeting approximately 100 completed interviews per day (400 per province). Tentative dates: Siem Reap 14–18 September 2026; Battambang 28 September–2 October 2026. Assignment duration mid-September to mid-October 2026.
Deliverables: full attendance of all 10 team members at the training and pre-test; 400 valid household interviews and direct observations of handwashing facilities per province; daily submission of completed digital forms via KoboToolbox; completion of fieldwork within the agreed period; cooperation on data quality checks and corrections; and a short report on the data collection process with numbers interviewed, locations, observations of behavioural change and photos. Payment: 50% on contract signing and submission of the full team, 50% on final verified delivery of 400 valid survey forms per province.
Requirements: preferably Year 3 or Year 4 university students (other years considered if able to demonstrate capacity); preferably living or studying in the province of the survey; available for the full 5-day assignment and between mid-September and mid-October 2026 in case of rescheduling; must own a reliable motorbike and travel independently to rural locations; must own an Android smartphone/tablet able to run KoboCollect; willing to stay overnight in or near field locations; able to communicate effectively in Khmer. The Lead Data Collector coordinates the provincial team, serves as focal point, ensures participation and submits the consolidated financial proposal. Prior field survey experience, strong Khmer communication skills, high ethical standards and ability to meet daily targets are assets.
