The World Organisation for Animal Health (WOAH – founded as OIE) is a leading intergovernmental organisation representing 183 Members worldwide, contributing to improving animal health, protecting animal welfare and strengthening Veterinary Services. WOAH's headquarters are in Paris, with 13 Regional or Sub-regional Representations and 250 staff members. The Emergency Preparedness and Resilience Department (EPRD) sits within the Directorate General in charge of Global Framework and Capacity Building, and contributes to international frameworks to sustainably mitigate biological threats arising from natural occurrences, laboratory accidents, or deliberate manipulation or release of pathogens. It provides strategic orientation on integrated approaches to emergency management, laboratory capacity building, and a One Health approach to animal health risks including wildlife health.
Under the authority and direct supervision of the Head of the Emergency Preparedness and Resilience Department, the Administrative Officer works with team members across the department to manage and assist with the daily administrative running of department activities, liaising with the rest of the Organisation and external parties to guarantee smooth coordination. The role contributes to information flow within the department, supports administrative processes, and provides logistical support for meetings, workshops and other events (face-to-face or web-based) managed by the EPRD. It also brings knowledge management expertise to help build internal systems for knowledge sharing, file management and effective team communications.
Main duties: manage the administrative components of EPRD projects including contracts and sub-grants; provide guidance on administrative processes and support process improvement; support planning, follow-up and dashboards; manage and update databases and Intranet/Extranet/Internet pages; manage filing, scanning and archiving; support cloud-based storage business rules; handle mission orders and reimbursement claims; manage stationery supplies. Assist with logistical management of events: schedules, liaison with Headquarters and regional staff, Delegates, experts and participants; invitations, registration, room booking, videoconference and webinar management, interpreters and catering; drafting of meeting outcome and assessment reports. Support preparation of technical documents: proofreading, editing, formatting, circulation and translation of letters, reports, presentations and background papers, including coordination of external service providers. Knowledge management and monitoring: synthesise team procedures in writing, support GDPR compliance, update WOAH's CRM database, support data collection for performance indicators, and liaise with other departments on archiving and file management.
Requirements: undergraduate degree or degree in administration, humanities or another relevant field; at least 3 years of professional experience in administrative assistance and administrative project management with international exposure. Strong computer skills in a Microsoft environment (Word, Excel, PowerPoint, SharePoint, Teams, Outlook), spreadsheets and databases; strong command of videoconference and webinar platforms (Zoom, MS Teams, Cisco Webex); project administrative management including contracting, budget control, reporting and monitoring; web content management (WordPress or similar CMS); knowledge management and organisational learning; excellent proofreading and editing skills; excellent command of English written and spoken; good command of a second WOAH official language (French or Spanish) with willingness to perfect it, a third desirable. Interpersonal skills: willingness to learn, excellent communication, accuracy and attention to detail, problem solving and adaptability, sensitivity to diversity in a multicultural environment, strong organisational skills, teamwork and capacity to work autonomously under pressure.
Working conditions: full-time position based at WOAH Headquarters, 12 rue de Prony, 75017 Paris, France, involving regular international assignments. Salary: EUR 2,200 to EUR 2,400 gross per month depending on experience and qualifications, with allowances based on eligibility; exempt from income tax in France. Contract type: WOAH Staff – fixed-term contract of three (3) years, renewable. Start date: Quarter 3-4 2026.
