Technical Advisor - Bedayat Livelihoods Programme
Etijah is implementing the Bedayat Livelihoods Programme to support refugees, asylum seekers, and vulnerable host-community members in Greater Cairo to access sustainable livelihood opportunities. The programme provides integrated support through self-employment, wage employment, vocational training, business-development training, soft-skills development, business grants, employment referrals, coaching, and post-assistance follow-up. Etijah seeks a qualified Technical Advisor to provide strategic and technical support to the Bedayat Programme. The Technical Advisor will strengthen the quality of livelihood interventions, support the development and application of technical tools and standards, build the capacity of programme staff, and contribute to improved employment and self-employment outcomes for beneficiaries. This is a part-time consultancy or retainer-based technical assignment of approximately 4 months (until December 2026), based in Cairo with travel to programme locations in Greater Cairo. Scope of work includes reviewing the livelihoods programme approach; beneficiary assessment and livelihood-pathway selection; labour-market and sector analysis; business viability and grant assessment; technical review of training interventions; technical support during implementation; monitoring visits and post-assistance follow-up; development and standardization of technical tools; capacity-building; and MEAL support. Required qualifications: a graduate degree in economics, business administration, development studies, entrepreneurship, labour economics, social sciences, vocational education, or a related field; at least seven years of relevant professional experience in livelihoods, economic inclusion, employment, entrepreneurship, private-sector development, vocational training, or business-development programming; demonstrated experience advising livelihood programmes for refugees, migrants, or vulnerable populations. Excellent command of written and spoken Arabic and strong command of English required. Familiarity with the refugee and livelihood context in Egypt is strongly preferred.
