The National Road Administration of Mozambique (ANE, IP) invites individual consultants to express interest in providing Monitoring and Evaluation Officer services for the Climate Resilient Roads for the North Project (CRRN - P500488), funded by the World Bank (Grant No. E315-MZ).
The consultant will be based at ANE, IP's Project Implementation Unit (PIU) in Cabo Delgado province for a period of two (2) years full time.
Objective: To support the PIU in strengthening technical capacity to ensure adequate implementation of all project activities, including implementing and supervising activities in specific areas of the CRRN following ANE, IP guidelines, manuals, and standards.
Qualifications and Experience Required:
- University Degree preferably in Business Administration, Economics, or related field
- At least 5 years of experience in the design and implementation of M&E/MIS in development projects implemented by World Bank, African Development Bank, or Government entities
- Experience in designing tools and strategies for data collection, analysis, and production of reports
- Proven skills in establishment and management of databases
- Expertise in analyzing data using statistical tools
- Strong training and facilitation skills
- Fluency in Portuguese and English is required
- Experience working in the northern region of Mozambique is an advantage
The consultant will be selected in accordance with the Individual Consultant (IC) method as set out in the World Bank's Procurement Regulations for IPF Borrowers (September 2025).
