Position Purpose
 
Under the guidance and supervision of the Director, Policy and Strategy Department, the Officer supports the preparation of the Bank’s key policy and strategic documents, contributes analytical input to strategy and business planning, and assists with initiatives that support the effective operation and further development of BSTDB.
 
The role works closely with internal stakeholders across the Bank and contributes to cross-departmental coordination, policy analysis, and knowledge sharing in support of the Bank’s strategic objectives.
 
Key Functions and Responsibilities  
  • Contribute to the development of the Bank’s strategies, business plans, and Country Strategies, including support in defining strategic priorities, objectives, targets, and performance indicators.
  • Support strategy implementation, performance monitoring, preparation of updates, budgeting alignment, and the use of forecasts, projections, and the Bank’s financial model.
  • Assist in the development, review, and updating of policies, rules, regulations, guidelines, methodologies, and related frameworks.
  • Conduct research and prepare analysis, reports, briefing notes, and analytical materials on economic, sectoral, financial, and regulatory developments affecting member states, the region, and global markets.
  • Support the drafting, editing, and quality assurance of strategic and policy documents, business plans, budget materials, action plans, and related documentation.
  • Contribute to stakeholder engagement, partnerships, and policy dialogue with member country authorities, private sector counterparts, development institutions, donors, and other external stakeholders.
  • Facilitate internal coordination, knowledge sharing, and cross-departmental collaboration, and support the delivery of institutional initiatives, conferences, seminars, and other events.

Required Qualifications
 
Education
 
Bachelor’s degree (first university degree), preferably in economics, finance, international affairs, public policy, or a related field.
 
Experience
 
At least 5 years of relevant working experience with analytical exposure to country, regional, or structural programs.
 
Technical Knowledge 
  • Excellent command of English with a demonstrated high-level ability to write and communicate effectively.
  • Excellent working knowledge of Microsoft Office Suite.
Skills 
  • Excellent writing skills.
  • Strong interpersonal skills.
  • Attention to detail.
  • Ability to work under pressure and meet tight deadlines. 
Desirable Qualifications
 
Education
 
Master’s degree in a relevant field (e.g., economics, finance, international affairs, public policy, or related disciplines).
 
Experience 
  • Seven to ten years of relevant working experience demonstrating advanced analytical skills and deeper exposure to country, regional, or structural programs.
  • Work experience related to strategy formulation in international financial/ development institutions, government agencies, multinational firms, or financial institutions, including formulation, design, implementation, and policy preparation.
  • Experience with macroeconomic and microeconomic analysis of regional, country, and sector developments and programs.
  • Experience in the region of the BSTDB’s operations and experience in an international or local development financial institution, or a BSTDB Member Government agency.
  • Involvement in drafting, reviewing, or publishing articles and papers.
Technical Knowledge
 
Knowledge of a member country language. 
 
Minimum Qualification Requirements

Experience:
